Proposal to support increased investment in local human resource training facilities

On the morning of March 13, the National Assembly Standing Committee's Supervisory Delegation worked with Hai Duong University and a number of higher education and vocational training institutions in Hai Duong province on the implementation of policies and laws in the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources, in the period of 2021 - 2024.

At the meeting, Hai Duong University proposed that the Government, ministries and branches continue to develop and issue policies to support local higher education institutions to increase investment resources to develop training facilities, especially in fields where the locality is in need of high-quality human resources such as automation, semiconductor technology, artificial intelligence, electrical engineering, logistics, etc. Restore the task of training at college level at higher education institutions to facilitate joint training.

Currently, Hai Duong University trains 28 majors in 5 groups of fields, including 25 majors at university level, 1 major at college level and 2 majors at master level. The total number of students in the school's training systems is 3,266.

The seminar was held with the desire to clarify the meaning and impact of Resolution No. 57-NQ/TW and Resolution 193/2025/QH15 on training high-quality human resources.

On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation to build a sustainable economy and enhance national competitiveness.

Resolution 57 is not only an orientation, but also a strong political commitment to help Vietnam seize opportunities and respond to challenges in the age of technology and digitalization.

The Resolution sets out strategic goals, including promoting education and training of high-quality human resources, especially in the fields of advanced science and technology.

Deputy Editor-in-Chief of the People's Representative Newspaper Le Thanh Kim emphasized that Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is identified as a "compass" for training, an opportunity for educational institutions to promote scientific research associated with the development of high-level scientific and technological human resources.

The goal is that by 2030, the human resources for scientific research, technology development, and innovation will reach 12 people per 10,000 people; there will be 40-50 scientific and technological organizations ranked regionally and globally; the number of international scientific publications will increase by an average of 10% per year...

The sharing of National Assembly delegates, experts, education managers and business representatives at the seminar contributed important voices to speed up the implementation of policies and goals on training high-quality human resources set by the Party and State.

Ho Chi Minh City increases 10th grade enrollment quota by 5-10% in 2025

According to information from the Department of Education and Training of Ho Chi Minh City, the enrollment target for grade 10 at public high schools in the city for the 2025-2026 school year will increase by at least 5-10% compared to the previous year, ranging from 70-80%.

According to the Ho Chi Minh City Department of Education and Training, in mid-March, after schools report their expected targets, the Department will review and evaluate the conditions of facilities, teachers, industry development strategies, etc. to officially assign targets to each school. It is expected that by the end of March, a decision will be made on assigning targets for grade 10 for the 2025-2026 school year.

Ho Chi Minh City increases 10th grade enrollment quota by 5-10% in 2025

This year, the 10th grade entrance exam is for the 2010 class, a year with a low population density, with a decrease in the number of 9th graders compared to last year. It is expected that 89,649 students will graduate from junior high school (88,921 from junior high school, 728 from supplementary education), compared to 116,296 students last year.

In addition, the quota for public grade 10 this year will no longer be controlled at the rate of 65-70% as before, but will be based on the receiving capacity of each locality according to the Education Development Strategy to 2030, vision 2045.

According to the draft on the 10th grade admission plan for the 2025-2026 school year of the Ho Chi Minh City Department of Education and Training, it is expected that students will be able to register a maximum of 8 wishes when taking the 10th grade entrance exam.

Specifically, 3 regular grade 10 wishes, 2 specialized grade 10 wishes and 3 integrated grade 10 wishes.

Admission methods are carried out in two forms: entrance exam and selection.

Many universities increase tuition fees

In the 2025-2026 school year, many universities in Ho Chi Minh City announced tuition increases, up to VND900 million/year/student.

Ho Chi Minh City University of Technology applies new tuition fees for the standard, talented, and Vietnamese-French engineer programs: 30 million VND/year ; Japan orientation: 60 million VND/year;

Teaching in English: 80 million VND/year. International transfer to Japan: 60 million VND/year (first 2.5 years), 91 million VND/year (last 2 years in Japan) ;

International transfer to Australia, USA, New Zealand: 80 million VND/year (first 2-2.5 years), 560-900 million VND/year (last 2-2.5 years at partner).

Increase from 28-101 million VND/year compared to 2024.

In the 2025-2026 school year, many universities in Ho Chi Minh City announced tuition increases, up to 900 million VND/year/student.

Saigon University : Tuition fees increased 1.5 times, 4-year program 92-129 million VND/course, 4.5-year program 150-167 million VND/course (applied from 2025, pending approval of autonomy project).

Ho Chi Minh City University of Economics increased by an average of 200,000 VND/credit. Vietnamese language program: 1.3 million VND/credit; English program: 1.82 million VND/credit.

ACCA, ICAEW certificates: 1.3 million (TV) , 1.9 million (TA) → Tuition fee increase does not exceed 10%/year ; Vinh Long facility is 40% lower , maximum increase is 5%/year .

Ho Chi Minh City University of Industry and Trade tuition fee for the 2025-2029 course is expected to be a maximum of 132 million VND/course , an increase of 12 million VND compared to the previous course.

Ho Chi Minh City Open University increases tuition fees from 1.5-2 million VND/year depending on industry: Technology - engineering : 28.5 million/year

Economics – Management – ​​Language : 27.5 million/year Social Science : 24 million/year

High quality program: 46.5 million/year , some IT majors up to 49.5 million/year .

Hanoi National University research team announces research results on modern AI chips

The development of hardware acceleration for AI algorithms brings many important benefits, especially in the context of AI increasingly requiring high performance and consuming a lot of computing resources. Modern AI chip models will solve problems such as: improving processing speed, saving energy consumption and increasing performance, reducing the cost of operating large-scale AI, supporting AI deployment on edge devices (Edge AI), opening up the possibility of applying AI in real time.

Neuromorphic computing is said to be much more energy efficient than traditional computer architectures due to its event-driven nature. This could be an important future direction for improving the processing performance of artificial intelligence (AI) algorithms, especially deep learning systems.

The Intelligent Integrated Systems Research Group (SISLAB) - VNU has started researching hardware design to accelerate artificial neural networks since 2015 and has published many scientific works on these research results.

With the Pulsed Neural Network (SNN) chip model, the research team has integrated effective solutions to address existing challenges. The team's success in developing hardware acceleration for AI algorithms brings many important benefits, especially in the context of AI increasingly requiring high performance and consuming a lot of computational resources.

Ministry of Education and Training asks Korea for support in compiling Korean language textbooks

On the afternoon of March 12, Minister of Education and Training Nguyen Kim Son received the Korean Ambassador to Vietnam, Mr. Choi Youngsam.

Accordingly, the Minister requested the Korean side to continue supporting the compilation of Korean language textbooks according to the new general education program, supporting native teachers, training teachers, developing learning materials, cultural exchanges, and twinning between high schools and universities.

At the meeting, Minister of Education and Training Nguyen Kim Son and Mr. Choi Youngsam discussed and agreed on a number of issues and contents that both sides wish to promote cooperation in the field of education and training between Vietnam and Korea.

The deposit fee for grade 10 at many private high schools in Hanoi is up to 25 million VND .

In fact, the nature of the "reservation fee" is a one-time payment at the time of registration, with the purpose of holding a place. If the student enrolls, the school will deduct this amount from the expenses for the year. If the student does not enroll, depending on the school, parents may receive a partial, full or no refund.

According to the People's Representative Newspaper, the reservation fee for private high schools in Hanoi in 2025 is currently ranging from 1 to 10 million VND, with some schools even reaching tens of millions of VND.
