5 important changes in the 2025 university admissions regulations.

Associate Professor Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education, said that the official admission regulations may be issued next week, providing a basis for training institutions to adjust and announce their 2025 admission plans. Accordingly, this year's admission regulations are expected to have five new points that candidates should pay special attention to.

Equivalent conversion of admission scores between different admission methods.

Regarding the new points in university admission registration for 2025, Associate Professor Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education , Ministry of Education and Training, said that 2025 is the first year for students graduating under the new general education program. The high school graduation exam will have adjustments such as reducing the number of exam sessions and subjects; increasing the choices of subjects for candidates, etc.

Based on changes in the regulations for the high school graduation exam, as well as proposals from educational institutions, especially to ensure fairness, transparency, and greater convenience for candidates when applying to universities, the Ministry of Education and Training plans to make some adjustments to the admission regulations.

Accordingly, this year, the admissions regulations are expected to completely eliminate early admission, applying it only to outstanding candidates who are directly admitted. All other candidates will participate in the general admissions process according to the overall plan of the entire system of universities and teacher training colleges. This change ensures the connection between university-level and high school-level education, because in practice, a lack of foundational knowledge from the entire 12th grade year is a major obstacle to meeting the academic requirements at the university level.

“All admission methods applied to early admission remain unchanged from previous years. The only change is the adjustment of the time frame for schools to conduct the admissions process and announce the results, standardized into a single round as stipulated by the Ministry of Education and Training. In other words, candidates have three years to prepare their academic transcripts, exam results, and certificates, and all those methods depend entirely on whether the training institution uses them or not. The Ministry's regulations allow schools to use them; the only difference is the timing of the admissions process,” Associate Professor Dr. Nguyen Anh Dung emphasized.

The second change is the requirement that educational institutions, if using high school academic results for admissions, must use the results of the entire 12th grade year, unlike previous years when schools could use only the results of 5 semesters. This ensures that candidates are equipped with the necessary foundational knowledge to pursue university studies.

The third new point in this year's draft regulations is technical. Accordingly, the regulations require training institutions to have a method for converting equivalent admission scores between different admission methods. The purpose is to simplify and facilitate the process for candidates and ensure greater fairness and transparency in the admissions process.

Associate Professor Dr. Nguyen Anh Dung stated that, to solve this problem, the main difficulty lies with the training institutions and the Ministry of Education and Training. For candidates, the registration process remains unchanged; they can continue to choose the major or training program they are interested in and wish to attend. Universities will not allocate quotas based on admission methods and will implement a system of equivalent admission scores to ensure that regardless of the admission method, the highest score achieved by students across all methods is always prioritized.

“Students don't need to choose a method or combination of subjects. The important thing is to prepare a strong application with high grades, including high scores on academic transcripts, high school graduation exams, and aptitude tests. The universities will then have a system to convert these scores to equivalents, and the Ministry of Education and Training's software system will support the universities in selecting the highest possible scores for admission. In reality, educational institutions have already prepared for this. Especially over the years, universities have conducted research and evaluations to ensure fairness among the methods and combinations presented in their admission plans,” Associate Professor Dr. Nguyen Anh Dung shared.

The fourth new point is that the Ministry of Education and Training no longer limits the maximum number of admission combinations to four for each major. The goal of this change is to ensure that candidates, regardless of their choice of high school graduation exam subjects, maintain the same chance of being admitted to their desired major; creating the most favorable conditions for candidates from all regions.

The total bonus points awarded by the schools must not exceed 10% of the admission score.

The fifth change, according to Associate Professor Dr. Nguyen Anh Dung, is that in addition to priority points based on region and subject group, the Ministry of Education and Training will limit the total of bonus points (collectively referred to as bonus points according to each training institution's own scoring system) to no more than 10%. This issue was approached by listening to the opinions of provincial education and training departments and candidates. Due to various objective conditions and reasons, many candidates did not have access to exams that could generate bonus points, such as foreign language certificates.

Therefore, candidates who have prepared for the entrance exams to health and teacher training schools can rest assured that the conditions they have prepared will certainly continue to be valid for admission to these schools.

According to Associate Professor Dr. Nguyen Anh Dung, the Department of Higher Education has advised the leaders of the Ministry of Education and Training and expects to issue the official admission regulations within the next 1-2 weeks. This will provide a basis for educational institutions to adjust and announce their 2025 admission plans.
