The State Bank of Vietnam, Region 7 Branch, proactively implemented the establishment of the regional State Bank on schedule, ensuring smooth, continuous, safe and effective banking operations in the area.

Looking back at the journey of establishing the State Bank of Vietnam (SBV) Branch Region 7, it has been only 3 weeks since February 24, 2025 when the Governor of the SBV issued Decision No. 307/QD-NHNN on the establishment and regulation of functions, tasks, powers and organizational structure of the SBV Branch Region 7. The branch has 1 week to carry out the task of transferring and organizing the apparatus to officially operate from March 1, 2025 according to Decree No. 26/2025/ND-CP. SBV Region 7 was established on the basis of merging SBV branches in Thanh Hoa, Ninh Binh, Nam Dinh and Ha Nam, with headquarters in Thanh Hoa city and 7 departments, with a total of 177 staff.

Director of the State Bank of Vietnam, Branch Region 7, Tran The Hung, said that streamlining the organizational structure to improve the effectiveness and efficiency of the State's management of ministries and branches is a major policy of the Party, the State and the Banking Industry that has been seriously and methodically implemented. In particular, the State Bank of Vietnam, Branch Region 7, has proactively and actively followed the content, orientation, and implementation plan of key tasks and the direction of the State Bank of Vietnam on the establishment of a regional State Bank to ensure the implementation is on schedule and meets the requirements. At the same time, it has fully prepared the necessary conditions and facilities to arrange the organizational structure and civil servants in the region, ensuring that the operations of the bank in the area are smooth, continuous, safe and effective.

Along with the organization and arrangement of the apparatus, the Board of Directors of the State Bank of Vietnam, Branch Region 7 always cares about the staff and civil servants in performing their duties at the new location, grasping the thoughts and feelings of the staff in the branch to have timely encouragement and sharing. Therefore, up to this point, the implementation of the Board of Directors of the State Bank of Vietnam, Region 7 has always created consensus, trust, peace of mind at work and a readiness for changes in work and life among the staff and civil servants. The thoughts of the staff and civil servants of the entire branch are stable, their working attitude is positive, responsible and dedicated. Mr. Dinh Gia Nghia, an officer of the General Department, State Bank of Vietnam Region 7, said: “For decades working in Ninh Binh, we have always received attention, leadership, direction, and all working conditions. Implementing the merger policy of the State Bank of Vietnam, we are always ready to receive and immediately start new work, always clearly identifying that wherever we are, each officer of State Bank of Vietnam Region 7 always demonstrates a sense of responsibility, determination to complete the task well, and believes in the development of the banking system in the future.”

The determination of each branch member is the basis for the staff and civil servants in their new positions at the headquarters of the State Bank of Vietnam, Region 7, to promptly and seriously approach and immediately get to work. Despite changes in the organization, direction and management, all staff and civil servants of the entire branch always affirm to promote the spirit of solidarity and unity to ensure smooth and uninterrupted work, and to successfully complete all assigned tasks.

The complete organizational structure is a premise for the Branch to continue promoting its role in transmitting monetary and credit policies to promote local economies.

The rapid stabilization of the organization of the staff and civil servants of the State Bank of Vietnam, Branch Region 7, shows the determination and sense of responsibility of the unit in ensuring stable and smooth operations so that the new apparatus can soon operate stably; at the same time, continuing to promote the network of operations in the region to ensure safety, efficiency, fully and promptly meet the needs of people and businesses for financial and banking services. Currently, the banking system in the region has 29 credit institutions with 111 level 1 banking branches, including: 32 branches of state-owned commercial banks, 69 branches of non-state joint stock commercial banks, 4 branches of social policy banks, 2 branches of development banks, 4 branches of cooperative banks; there are 160 people's credit funds; 9 branches of microfinance institutions (TYM). In the area, there are 439 transaction offices, 927 ATMs, 4,748 POS machines and 3 mobile transaction points, providing credit and banking payment services throughout the area, reaching 100% of communes and remote areas.

With the efforts of each cadre and civil servant, the tasks have been effectively implemented, creating a solid foundation for the new phase of operation after the organizational structure has been consolidated. This contributes to improving the effectiveness of monetary policy transmission, thereby strengthening the "bloodline" of the economy. SBV Region 7 continues to closely follow the direction of the Central SBV in implementing the tasks of the entire sector, contributing to stabilizing the macro economy and controlling inflation; Actively and proactively grasp and identify risks to do a good job of advising and effectively implementing monetary policy, supporting people and businesses to access preferential credit sources, promoting production and business recovery, economic growth associated with ensuring the safety of business operations of credit institutions in localities.
