The Ministry of Education and Training decided to remove regulations related to promotion exams and at the same time add more specific regulations on specific standards and conditions for registration for promotion to grade II and grade I for teachers.
The Ministry of Education and Training has just issued Circular No. 13/2024/TT-BGDDT stipulating standards and conditions for considering promotion of professional titles of public preschool and general education teachers and university preparatory teachers, replacing Circular No. 34/2021/TT-BGDDT dated November 30, 2021.
The representative of the circular drafting committee of the Ministry of Education and Training also provided some analysis and explanation surrounding the adjustments and supplements of the new circular.
Many new regulations on considering promotion of professional titles for teachers
The rate of grade II professional titles is not more than 50%
According to the Ministry of Education and Training, the new circular removes the regulations on standards and conditions for promotion exams because the Government has eliminated the promotion exam format; it does not regulate the content, format and determination of successful candidates in the promotion exam because the Government has specified in detail in Decree No. 85/2023/ND-CP.
The new circular also specifies the standards and conditions for registration for promotion to grade II and grade I for preschool teachers, general education teachers, and university preparatory teachers.
Regarding the quality classification standards during working time, the new regulation requires that during the time holding the professional title of grade III teacher or equivalent, there must be 2 years (for preschool) and 3 years (for general education, university preparation) of work immediately before the year of consideration for promotion to the professional title with quality classified at the level of "completing tasks well" or higher.
During the time holding the professional title of Grade II teacher or equivalent, the quality of the 5 years prior to the year of consideration for promotion to the professional title must be classified at the level of "Good completion of tasks" or higher, of which at least 2 years must be classified at the level of "Excellent completion of tasks".
The Ministry of Education and Training explained: "According to the guidance of the Ministry of Home Affairs on determining the structure of professional titles of civil servants in Official Dispatch No. 64/BNV-CCVC dated January 5, for public service units that partially self-insure regular expenses and public service units whose regular expenses are guaranteed by the state budget, the maximum proportion of professional titles of grade I must not exceed 10%, the maximum proportion of professional titles of grade II and equivalent must not exceed 50%.
Therefore, the quality classification standards in the circular are consistent with the requirements on the structure of professional titles according to the guidance of the Ministry of Home Affairs, ensuring the selection of worthy teachers, whose contributions are recognized and who have made efforts to develop their careers during the time they hold the rank."
A competitive title cannot be used simultaneously in two promotions.
Regarding the emulation titles and commendation achievements in the standards and conditions for professional and technical competence to register for the first-class consideration: these are the emulation titles and commendation achievements achieved during the time holding the second-class. According to the Ministry of Education and Training, this regulation is to ensure that 1 emulation title and achievement cannot be used simultaneously in 2 times of promotion from class III to class II and from class II to class I; at the same time, to ensure that teachers continue to make efforts and strive throughout the time holding the rank.
The Ministry of Education and Training also said that the new circular specifically stipulates the determination of the time to hold an equivalent professional title rank, creating favorable conditions for localities in calculating the time to hold the next lower rank when teachers register to participate in the promotion of professional titles.
The provisions of Circular No. 13/2024/TT-BGDDT stipulating standards and conditions for considering promotion of professional titles of public preschool and general education teachers and university preparatory teachers will be an important legal basis for localities to continue implementing the promotion of professional titles, ensuring the rights of teachers.
