More localities issue ban on tutoring after 10pm and on holidays

After Ninh Binh, Yen Bai province ordered a ban on extra classes on holidays and during the hours from 11:30 a.m. to 1:30 p.m., before 7 a.m. and after 10 p.m. every day.

Accordingly, the People's Committee of Yen Bai province requires centers and individuals not to organize extra teaching and learning on holidays prescribed by the State and time frames from 11:30 to 13:30, before 7:00 and after 22:00 on weekdays (including Saturday and Sunday).

Also according to regulations, the Department of Education and Training of Yen Bai is responsible for publicly announcing the place to receive citizens at the agency's headquarters and the phone number and email address to receive feedback and recommendations from individuals and organizations on issues related to extra teaching and learning in the province for timely handling.

The province assigned the Department of Finance to advise and arrange funding for organizing extra teaching and learning in schools from the State budget, ensuring that it is consistent with the actual situation and the ability to balance the local budget...

Relevant departments and branches, according to their functions and authority, are responsible for coordinating with education management agencies and authorities at all levels to carry out propaganda and management of extra teaching and learning according to regulations; promptly detect and report violations and propose competent authorities to handle them (if any).

After being granted a business registration certificate in accordance with the law, the additional teaching facility is responsible for notifying the People's Committee of the commune where the additional teaching facility is located when it starts operating, temporarily suspends or terminates operations for updating and public disclosure.

Facilities must also refund pre-paid fees from learners who have not yet organized extra classes; fully pay fees to tutors and related organizations and individuals.

Ensure the material conditions for tutoring, comply with current legal regulations on working hours, overtime and legal regulations on security, order, safety, environmental sanitation, and fire prevention.

Previously, Ninh Binh province also issued regulations requiring that extra classes not be held before 7am, from 11:30am to 1:30pm and after 9:30pm every day. Each extra class must not last more than 2 hours a day and students must have a break in between.

Ho Chi Minh City also plans to ban tutoring facilities from operating after 8 p.m. to ensure students' health.

Circular 29 on management of extra teaching and learning of the Ministry of Education and Training takes effect from February 14. Schools are only allowed to teach extra classes for free to three groups of students, including: groups with unsatisfactory results; groups selected to nurture excellent students; and final year students who voluntarily register for exam preparation.

For extra-curricular tutoring, individuals and tutoring organizations must register their business and publicly disclose information about tuition fees and duration. In addition, teachers are not allowed to collect tutoring fees from their regular students.
