Discussing this issue, lawyer Phan Van Tu, Nhat Binh Law Office (Ho Chi Minh City Bar Association), said that based on the provisions of Clause 1, Article 61 of the Law on Higher Education 2012 on acts that students are not allowed to do and Clause 1, Article 6 of Circular 10/2016/TT-BGDDT of the Ministry of Education and Training promulgating regulations on student work, for full-time university training programs on acts that students are not allowed to do. Specifically: " Insulting the dignity, honor, violating the body of teachers, managers, civil servants, employees, students of higher education institutions and others".

Depending on the severity of the behavior and the basis for the provisions in Clause 1, Article 9 of Circular 10/2016/TT-BGDDT, students who violate the rules may be subject to the following sanctions: Reprimand, warning, temporary suspension from school, and forced expulsion.
"Students who insult the dignity and honor of others, whether inside or outside the school campus, can be handled according to the law and school regulations," lawyer Tu affirmed.
After watching the video, lawyer Tu said that the behavior of the two students who acted inappropriately towards the veterans was unacceptable.
However, if both students have posted admitting their wrongdoings and the school is also holding a meeting to take disciplinary action, public opinion needs to be "cooled down" so that the school and competent authorities can resolve the matter.
Lawyer Nguyen Thi Thanh The, Director of Binh Yen Law Company Limited (HCMC), said that Article 38 of the 2015 Civil Code stipulates: Private life, personal secrets, and family secrets are inviolable and protected by law. The collection, storage, use, and disclosure of information related to private life and personal secrets must be agreed upon by that person (except in cases where the law provides otherwise).
According to the lawyer, this incident is not simply the personal behavior of a student but has touched the emotions of the crowd, profound values such as the tradition of respecting those with merit, the behavioral culture of young people and the role of social networks in orienting public opinion.
The online community’s continued excessive personal attacks on students will have serious consequences for their spirit, studies and future, while the goal of education is to help young people admit their mistakes, correct them and be humane, which is what society should aim for. Therefore, all parties need to find a way to handle the situation, but must balance between deterrence and education while still protecting students’ right to study.

Because they refused to give up their seats, the group of young men yelled at the veterans. Among them, there was one student from Van Lang University and one student from Ho Chi Minh City University of Technology. The two universities have verified the information and will handle the violation according to regulations.
