According to the assessment of the Ministry of Construction, in the past time, a number of expressways have invested in and built synchronously the route traffic management center, intelligent traffic management system (ITS), rest stops, vehicle load control works... with the expressway project, when put into operation, they have immediately promoted efficiency in the process of management, operation, maintenance, improving traffic capacity and ensuring traffic safety, meeting essential needs and creating satisfaction of people when participating in traffic. However, a number of expressways are being exploited and invested in with a divergent scale, only planning the location of rest stops, not investing in ITS systems and vehicle load control works, so they have not met the requirements of ensuring smooth traffic, safety, efficient operation, and convenience for users.

Although the Van Phong - Nha Trang expressway project has been put into operation for more than 70km of the last route, the works on the expressway have not been synchronously constructed according to the provisions of law.

According to the provisions of the 2024 Road Law, expressways are invested in and synchronously constructed with works including: Expressway traffic management and operation center; rest stops, stops, parking lots; non-stop electronic toll collection system for routes with road use fees and vehicle load control works. On the other hand, in Decree No. 130 dated October 10, 2024 of the Government, one of the conditions for implementing the collection of expressway use fees by the State as the representative owner and direct manager is that after completing the construction of toll stations, public service works at rest stops, technical infrastructure, technological equipment for traffic management and operation...

In order to meet the requirements for synchronous investment and construction of works on expressways in accordance with the provisions of the law on roads, the Ministry of Construction requests the People's Committees of provinces and centrally-run cities to direct their affiliated agencies and units to review and research the investment and construction of traffic management and operation centers; traffic management and operation systems; vehicle load control works; rest stops and toll collection systems synchronous with expressways managed by localities. In addition, the Ministry of Construction also requests that provinces and cities prioritize the removal of difficulties and obstacles in site clearance and environmental impact assessment procedures in the investment of rest stops on the Eastern North-South expressway to speed up the procedures for building rest stops.
