Exploiting high-quality human resources to develop science and technology
In Vietnam, science and technology are considered one of the important roles in helping to develop the country's economy , but in reality, in recent times, science and technology have not met the requirements and have not fully exploited their potential and strengths. For example, in the field of electronics, Vietnam is one of the largest exporters in the world, however, domestic enterprises do not account for a large proportion and most of the exporting enterprises are foreign-invested enterprises.
It can be seen that the human resources developing in the field of technology and engineering in our country are being fully exploited by foreign invested enterprises and it is worth mentioning that these enterprises are realizing that the potential of Vietnamese labor is very large while we have not yet exploited this potential well. This is the time we need to look back, highereducation institutions must change, improve the quality of training and somewhere enterprises in Vietnam must also change the way they use this human resource.

Faced with that reality, on December 22, 2024, the Politburo issued Resolution No. 57/NQ-TW on breakthroughs, development of science, technology, innovation and national digital transformation to build a sustainable economy and enhance national competitiveness. The goal is that by 2030, the human resources for scientific research, technology development and innovation will reach 12 people/10,000 people; there will be 40-50 scientific and technological organizations ranked regionally and globally; the number of international scientific publications will increase by an average of 10%/year...
To implement Resolution No. 57, at the recent 9th Extraordinary Session, the National Assembly issued Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and digital transformation. The Government also issued an Action Program with 7 specific tasks. Of which, the fourth group of tasks on Developing and employing high-quality human resources and talents to meet the requirements of science, technology, innovation and national digital transformation is one of the most important groups of tasks.
According to Mr. Chu Duc Trinh, Rector of the University of Technology, Vietnam National University, Hanoi, Resolution No. 57 of the Politburo and Resolution No. 193 of the National Assembly, Resolution No. 57 of the Politburo and Resolution No. 193 of the National Assembly have recognized and correctly assessed the strength and role of higher education institutions and science and technology in economic development. Previously, we have fully exploited the advantages and potentials, especially the advantages of high-quality, low-cost human resources. "In the coming time, if we want to improve in the international arena, there is only one way, which is science and technology, and this is the last opportunity to implement it. I believe Resolution No. 57 will be one of the breakthrough resolutions to develop the country," Mr. Trinh emphasized.
Developing AI-Oriented Universities
Resolution No. 57 of the Politburo is not only an orientation, but also a strong political commitment to help Vietnam seize opportunities and respond to challenges in the age of technology and digitalization. The Resolution sets out strategic goals, including promoting education and training of high-quality human resources, especially in advanced science and technology fields. This is also the basis for helping to resolve difficulties and obstacles, promoting resources in training high-level science and technology human resources, especially in key technology sectors and artificial intelligence. However, the question is whether we should develop universities in the direction of AI in the coming time or not?
According to Mr. Chu Duc Trinh, Principal of the University of Technology, Vietnam National University, Hanoi, currently, technical technology schools such as Hanoi University of Science and Technology, University of Technology, Vietnam National University, Hanoi, Academy of Posts and Telecommunications Technology, etc., if they want to develop, they must create AI platforms to develop the AI industry. For schools that are not much related to technology, they must fully exploit AI technology in their work and turn technology into a tool for each industry and each profession in order to develop.

“To do that, we must train high-quality human resources to build and develop AI tools. I believe that other universities, businesses, and Vietnamese people will see AI as a tool and we must use it every day. However, if universities and science and technology human resources cannot master AI in some sense, we will be left behind forever. Being behind means we will only use and become the market of other countries. I hope that in the future there will be open software with the contributions of Vietnamese scientists and businesses,” Mr. Trinh emphasized.
It can be affirmed that the strong policies and decisions of Resolution No. 57 of the Politburo and the special mechanisms and policies from Resolution No. 193 of the National Assembly, when specifically implemented according to the Government's Action Program, will create great momentum and opportunities for higher education institutions to promote scientific research associated with training high-quality human resources.
