On April 26, 2025, the People's Committee of Nghe An province issued Document No. 3495/UBND-VX on the implementation of the month of mobilizing the implementation of social insurance and universal health insurance in 2025 to the Vietnam Fatherland Front Committee of Nghe An province; departments, branches, units and People's Committees of districts, cities and towns in the province.

Accordingly, on May 21, 2021, the People's Committee of Nghe An province issued Plan No. 288/KH-UBND on the regulation that May of each year is the month to promote the implementation of social insurance and health insurance for all people. From then on, Nghe An province took May of each year as the month to promote the implementation of social insurance and health insurance.

To effectively implement the month of mobilizing the implementation of social insurance and health insurance for all people in 2025, the Provincial People's Committee assigned the Social Insurance of Region VII to preside over, organize, guide, monitor, inspect, and urge agencies, units, and localities to implement the month of mobilization; promptly resolve difficulties and problems; monitor progress, and report implementation results to the Provincial People's Committee.

Develop plans and organize the implementation of propaganda, answering and consulting activities on social insurance, health insurance and unemployment insurance policies on the occasion of the month of mobilizing and implementing universal social insurance in 2025 to ensure effectiveness. In particular, prioritize propaganda, answering and consulting activities directly, attract attention and spread social insurance, health insurance and unemployment insurance policies and laws to all people.

In coordination with Nghe An Newspaper, Nghe An Radio and Television Station, Vinh City Culture, Sports and Communications Center, Hung Nguyen District Department of Culture, Information and Science continues to maintain and improve the quality of topics, columns, and articles promoting social insurance and health insurance policies. Strengthen communication of voluntary social insurance and health insurance policies on public broadcasting systems and grassroots broadcasting. Promote propaganda based on digital technology platforms; promote the advantages of social networks in propaganda work.

Coordinate with the Vietnam Fatherland Front Committee of Nghe An province to call for, mobilize and encourage organizations and individuals to join the social insurance agency to give social insurance numbers and health insurance cards to people in difficult circumstances, contributing to the implementation of social security work in the area. Coordinate with departments and branches to integrate and organize communication activities on social insurance, health insurance and unemployment insurance policies on the occasion of the month of mobilizing and implementing social insurance for all people, the month of workers, and the month of action on occupational safety and hygiene.

Nghe An People's Committee also clearly assigned responsibilities to the Department of Home Affairs, Nghe An Provincial Labor Federation, Nghe An Department of Health, Department of Culture, Sports and Tourism, Southeast Economic Zone Management Board, Farmers' Association, Nghe An Provincial Women's Union, Association of the Elderly, Nghe An Provincial Youth Union, Nghe An Provincial Post Office and People's Committees of districts, towns and Vinh city... in organizing the implementation of the month of social insurance and health insurance.

The Provincial People's Committee requested the Vietnam Fatherland Front Committee of Nghe An province to coordinate in organizing propaganda and direct dialogue on voluntary social insurance and health insurance policies to continue to maintain, stabilize and develop social insurance and health insurance participants in communes registered for new rural areas, advanced new rural areas, and model new rural areas; launch, call for and mobilize organizations, individuals and philanthropists to donate health insurance cards and voluntary social insurance numbers to people in difficult circumstances./.
