The Decision clearly states that the purpose of issuing the Plan is to determine the content of the work, deadlines, completion progress, responsibilities of the members of the Steering Committee, the Steering Committee's Support Group and relevant agencies and organizations in organizing the implementation of the Steering Committee's tasks according to Decision No. 603/QD-TTg dated July 8, 2024 of the Prime Minister on the establishment of the Steering Committee to review and handle difficulties in the system of legal documents of the Government.

At the same time, advise and assist the Government and the Prime Minister in performing the assigned tasks in Resolution No. 82/NQ-CP dated June 5, 2024 of the Government on the regular Government meeting in May 2024, Resolution No. 93/NQ-CP dated June 18, 2024 of the Government on key tasks and solutions to promote growth, control inflation and stabilize the macro-economy and Resolution No. 97/NQ-CP dated June 24, 2024 on the Special Session on Law-making in June 2024, Resolution No. 27/NQ-CP dated February 7, 2025 on the regular Government meeting in January 2025.

Content and progress of work

The Decision clearly states the content and progress of work in 2025. Implementation time is throughout 2025.

In addition, the 6th Session of the Steering Committee was organized to implement the tasks: The content of the session was to give opinions on the results of the review and handling options for: Regulations that restrict rights in legal documents, creating "barriers" and causing difficulties for people and businesses (if they cannot be managed, they will be banned); the results of the review of legal documents affected by the reorganization of the apparatus and recommendations and proposals according to the provisions of Article 11 of Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus... The presiding agency is the Standing Agency of the Steering Committee. Implementation time is in June 2025.

Organize the seventh meeting of the Steering Committee to implement the tasks: This meeting will give opinions on the following contents: Report on the results of the review, the handling plan for regulations and contents of regulations on the tasks and powers of the Government, the Prime Minister, Ministers, and Heads of ministerial-level agencies that are no longer consistent with the provisions of the Law on Organization of the Government; report on the implementation of the Project "Application of digital technology in receiving and handling feedback and recommendations on legal documents"; the results of the review of documents affected by the arrangement of the apparatus organization according to the two-level local government model as prescribed in the Resolution amending and supplementing the 2013 Constitution. The presiding agency is the Standing Agency of the Steering Committee. Implementation time is September 2025.

Organize the 8th meeting of the Steering Committee to implement the task: This meeting gives opinions on the report on the handling of the results of the review that has been carried out. Implementation time is November 2025.

In addition, organize to collect opinions on the review results, draft reports to be submitted to the Steering Committee, and reports to competent authorities (in forms such as: Collecting written opinions; collecting expert opinions; meetings, exchanges, discussions; conferences, workshops).

In addition, organize extraordinary meetings of the Steering Committee to give opinions on unexpected issues arising during the performance of tasks.

The Prime Minister requests that members of the Steering Committee and members of the Working Group, based on the contents of this Plan, the Regulations on organization and operation of the Steering Committee, the assignment and direct direction of the Head of the Steering Committee, organize the implementation, ensure the progress, quality and effectiveness of the assigned tasks; promptly discuss and coordinate with the Ministry of Justice - the Standing Agency of the Steering Committee to handle difficulties and problems or report to the Head of the Steering Committee for consideration and handling.

The budget for implementing the Plan is guaranteed by the state budget and other legal sources according to the provisions of law.
