During 2 days (August 1 and 2), Tua Chua district organized the 2024 defense zone exercise. Attending the exercise were comrades: Lo Van Tien, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the 2024 Defense Zone Exercise Steering Committee of Dien Bien province; Colonel Le Van Son, Member of the Standing Committee of the Provincial Party Committee, Commander of the Provincial Military Command, Deputy Head of the 2024 Defense Zone Exercise Steering Committee of Dien Bien province.

With the content: "Transferring armed forces to combat readiness states, transferring localities to defense states; organizing preparations and practicing defensive operations", the 2024 Tua Chua district KVPT exercise is organized at 2 levels: District level and commune level; including 2 parts (operating the mechanism and actual troops) with 3 stages, which are: Transferring armed forces to combat readiness states, transferring localities to defense states; Organizing preparations for defensive operations; Practicing defensive operations.

Thanks to the proactive preparation, when entering the rehearsal, each role had a firm grasp of the order of work content and completed the tasks well in each position held. During the rehearsal, the mechanism of "Party leadership, government management and operation, military agencies coordinating with departments, branches and organizations to advise and organize implementation" according to Resolution 28 of the Politburo was effectively operated. The conferences took place in accordance with the correct procedures and timing, with rich content, accurately reflecting the nature and characteristics of wartime and suitable to the specific situation of the locality, closely following the director's intention, highlighting the roles of the positions held.

The A2 situation handling practice section was systematically and scientifically constructed, ensuring logic, continuity, and closeness to the reality of the situations, completing the content and program well. In the defensive combat practice section, each role demonstrated the spirit of flexibility, independence, autonomy, and creativity. During the organization of the practice, the participating forces and components (using air bullets and explosives) followed the principles and intentions of the Steering Committee, the actions of the commander and the squad were in sync, completing the task well, strictly following the regulations, ensuring absolute safety for people and vehicles.

Comrade Le Hoai Nam, Member of the Provincial Party Committee, Secretary of the Tua Chua District Party Committee, Head of the Steering Committee for the exercise, said: “The District Party Committee and the District People's Committee determined that the 2024 District Defense Exercise is a particularly important political task, thereby consolidating knowledge of national defense and security, accumulating more experience for leaders of Party committees and authorities on national defense and security work. At the same time, it further improves the level and ability to operate the mechanism for leaders of Party committees and authorities, departments, branches, sectors, Fatherland Fronts, and organizations at all levels when the locality moves into defense states and practices defensive operations to maintain the area. During the exercise, the forces always uphold the responsibility of operating the mechanism closely to their assigned positions and responsibilities, linking the situations in the exercise stages with the actual situation of each locality, closely coordinating between the forces to handle situations according to the principles”.

On this occasion, Dien Bien Provincial People's Committee awarded Certificates of Merit to 02 collectives and 05 individuals; Tua Chua District People's Committee awarded Certificates of Merit to 08 collectives and 68 individuals with outstanding achievements in the district's KVPT exercise in 2024.

The successful 2024 Tua Chua District Defense Zone Exercise is an important basis for improving the level and capacity of leadership and direction of Party committees, management and operation of authorities at all levels in moving armed forces into combat readiness states, and moving localities into defense states. At the same time, it helps improve the level and capacity of military and police agencies, departments, branches, and organizations, combat readiness levels, and coordination and command organization among forces; thereby, raising awareness of defense and security tasks for cadres and people of all ethnic groups in the district; contributing to building an increasingly solid Tua Chua defense zone./.
