Online conference on draft Decree regulating land prices

On the afternoon of May 24, the Government held an online conference with provinces and centrally run cities on the draft Decree regulating land prices; reporting on Decree No. 12/2024/ND-CP. The conference was chaired by Deputy Prime Minister Tran Hong Ha.

At Ninh Binh bridge, comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee attended the conference.

Also attending were representatives of the departments of Natural Resources and Environment, Finance, Planning and Investment, Agriculture and Rural Development, Justice, Construction, Transport, Industry and Trade, Labor - Invalids and Social Affairs; leaders of the Provincial Tax Department; leaders of the People's Committees of districts and cities.

At the conference, the Ministry of Natural Resources and Environment said: The Draft Decree on Land Prices details and organizes the implementation of a number of articles of the 2024 Land Law on: land valuation methods; development, adjustment, amendment and supplementation of land price tables; specific land valuation and land price consultancy activities. The Draft Decree on Land Prices, after being completed, has 6 chapters and 41 articles.

As of May 23, 2024, 17/17 Government members agreed with the entire content of the draft Decree on Land Prices, of which 4/17 Government members agreed and had other opinions. The Ministry of Natural Resources and Environment has clarified the accepted contents and explained some contents.

At the same time, it stated the contents that experts, ministries, branches, and localities focused on discussing, specifically: Regarding the addition of costs specified in Clause 3, Article 6 of the draft Decree; regarding the selection of options for calculating interest costs and profits of investors specified in Point c and Point d, Clause 3, Article 6 of the draft Decree...

At the conference, delegates discussed a number of regulations related to land valuation methods (comparative method and surplus method); factors affecting land prices; land price list and land valuation consultancy; funding arrangements for land valuation...

Concluding the conference, Deputy Prime Minister Tran Hong Ha acknowledged the initiative and efforts of the agency in charge of drafting the draft Decree regulating land prices.

The Deputy Prime Minister highly appreciated the opinions of the delegates and requested the Ministry of Natural Resources and Environment to continue to fully absorb the opinions contributed at the conference, closely coordinate with relevant ministries and branches to study and edit the contents of the draft Decree to ensure compliance with legal regulations and local realities.

Some issues will need to be consulted with the Government again to ensure that the promulgated Decree will address practical requirements, thereby contributing to the effective management and promotion of land resources, serving socio-economic development in localities.
