Administrative reform efforts

Up to now, the administrative reform (AR) work of An Giang province has achieved positive results in all areas, from leadership, propaganda, inspection of AR to specific tasks. In which, there are efforts of provincial and local departments, branches, and sectors.

Department of Justice and Institutional Reform

Institutions are the breakthrough point of "bottlenecks of bottlenecks". Institutional reform has a particularly important position and role, contributing to socio-economic development, ensuring national defense - security and social order and safety. Director of the Department of Justice Trinh Tuan Ngoc said: "As the agency in charge of monitoring, guiding and checking the province's institutional reform index, the unit advised the Provincial People's Committee to issue 14 documents directing and operating on the construction, inspection, review, systematization of legal documents and monitoring the implementation of laws".

The appraisal and commenting work has also received attention and focus, ensuring quality and progress, in accordance with regulations. Based on the appraisal results of the Department of Justice (127 draft documents), the Provincial People's Council and People's Committee issued 70 documents (28 resolutions, 62 decisions). The highlight is the timely completion of the appraisal of draft resolutions and legal decisions detailing the implementation of the 2024 Land Law, the 2024 Housing Law and documents guiding their implementation. The Department of Justice coordinated with departments and branches to review 1,606 legal documents. Thereby, it proposed to amend, supplement and abolish 170 documents to ensure constitutionality, legality, consistency in the legal system and feasibility in practice.

Developing e-government, digital government

According to Director of the Department of Science and Technology Le Quoc Cuong, up to now, high-speed fiber optic Internet has reached 100% of commune, ward and town centers. Broadband mobile Internet covers 100% of hamlets and villages, meeting the needs of people for using services and searching for information. 100% of industrial parks, enterprises, schools and hospitals have Internet connection to serve management and operation. 100% of state agencies have local area networks (LAN) and are connected to the Internet and specialized data transmission networks of Party and state agencies.

The province currently has more than 2.1 million mobile phone subscribers; nearly 424,500 fixed broadband subscribers. The proportion of adult population with smartphones is up to 71.3%; the proportion of smartphone subscribers is 74.7%; the proportion of households with fixed broadband connections is 83.2%; the rate of fixed broadband network coverage, 3G/4G coverage rate reaches 100% of communes. Building an e-government in An Giang province ensures close connection with ensuring information safety, security, network security, and protecting personal and organizational information. The An Giang province SOC system is configured to monitor the province's information system and connect to the System to support monitoring, operating safety, and network security to serve the national digital government.

Improve the business investment environment

Identifying the improvement of the investment and business environment as a key and consistent task throughout the process of organizing and implementing tasks, units and departments have focused on promoting administrative procedure reform, simplifying paperwork, and applying information technology in handling work. In addition, research and implement models to support people and businesses in a practical and effective manner; proactively research and propose to thoroughly remove barriers to investment and business activities due to overlapping, contradictory, unreasonable, and different legal regulations. Prepare well the necessary conditions to attract investment and meet the needs of businesses.

According to the Department of Finance, in recent times, the work of improving the business environment and enhancing competitiveness has always received the attention of provincial leaders. In particular, it has regularly directed the drastic and synchronous implementation of many solutions, especially promoting administrative procedure reform, shortening the processing process, reducing implementation time, reducing administrative costs, ensuring publicity and transparency. At the same time, it has enhanced the responsibility of State administrative agencies, contributing to creating favorable conditions for investors in the process of project implementation, and for enterprises in the process of production and business.

Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung requested departments, branches, sectors and localities to have breakthrough solutions in administrative procedure reform based on learning from the experiences of well-performing units and the reality of the province, to serve the people and develop the socio-economy. Clearly define the content of assigned tasks, review existing problems and limitations, identify bottlenecks to have solutions to overcome them. Strengthen propaganda, raise awareness for cadres, civil servants, public employees and people in many diverse and rich forms, so that they clearly understand the goals, meanings and importance of administrative reform work.
