Many opinions from leaders of various sectors in Quang Binh have frankly pointed out the limitations of scientific research. Scientific topics that have been accepted are 'put away in the cupboard'.

On March 13, at the first meeting of the Steering Committee on Science, Technology, Innovation and Digital Transformation in Quang Binh province, many opinions said that it is necessary to frankly acknowledge that scientific topics after acceptance are "put in the closet" and have no applicable value.

Many opinions point out the limitations of scientific research in recent times, including in the form of innovative experiences in some fields.

Looking straight at the reality of scientific research

Colonel Nguyen Thanh Liem - Director of Quang Binh Provincial Police - said that every year the province has scientific research topics. The topics need to be scientific.

After accepting a scientific topic, it must be applied. Two years later, a report must be made on how the topic was applied and whether it was practical. Only then can an accurate assessment of that scientific topic be made.

"It's time to say frankly that for a long time, after being accepted, topics have completed their tasks. Don't let scientific research topics be accepted and then put away in a cabinet. If this situation continues, there will never be a case of applying scientific topics in innovation," said Colonel Liem.

According to Colonel Liem, in terms of the legal framework, the central government has also made adjustments to create conditions for risk-free innovation, eliminating risks in scientific research to ensure that everyone is passionate about innovation. Because if research is afraid of violating criminal law, no one dares to do it.

Then, Mr. Le Van Bao - Chairman of the Inspection Committee of Quang Binh Provincial Party Committee - expressed the view that it is necessary to direct innovation in the assignment and development of scientific research topics and experience initiatives in Party agencies, the Front, and state agencies.

"This experience initiative is evaluated by the council to recognize the grassroots emulation fighters, serving the purpose of raising salaries ahead of schedule. After recognition and acceptance, the initiative is left there, not applied. After acceptance, it is "put in the cupboard".

Therefore, it is necessary to innovate this so that when an initiative is created, it must be immediately applied within that agency after acceptance," said Mr. Bao.

Need to remove bottlenecks

Mr. Le Ngoc Quang - Secretary of Quang Binh Provincial Party Committee - said it is necessary to review and remove bottlenecks and institutional barriers; research, creatively apply, organize pilot applications of mechanisms, policies, and programs on science and technology development, innovation and digital transformation to ensure suitability with the province's conditions to achieve the highest efficiency.

Mr. Quang said that this is the key and also a very high requirement.

When drafting documents for Party congresses at all levels, science and technology, innovation and digital transformation are considered the driving force of the driving force.

"It is necessary to urgently review and develop breakthrough mechanisms and policies to more rapidly and strongly promote the development of science and technology, innovation and digital transformation.

Because the pioneering and breakthrough role of science and technology, innovation and digital transformation has meaning and influence on socio-economic development and other fields," Mr. Le Ngoc Quang emphasized.
