The province promotes information, propaganda, and raises awareness of people, organizations, and businesses about science, technology, innovation, and digital transformation; increases investment and completes infrastructure for science and technology; studies specific mechanisms strong enough to promote science, technology, innovation, and digital transformation, especially financial mechanisms, development, and utilization of talents and high-quality human resources. The province focuses on reviewing and perfecting mechanisms and policies for implementation to ensure timeliness, practicality, effectiveness, and compliance with legal regulations and local conditions; promulgates a list of science, technology, innovation, and digital transformation models to be implemented in 2025 in the locality...
According to the report of the Provincial People's Committee, in the initial implementation of the Resolution, Thai Nguyen has proactively innovated its thinking, promoted and inherited the achievements, sought new ways of doing things, new approaches closely following the direction and orientation of the Central Government, and brought its own identity to Thai Nguyen for implementation.
The province has issued comprehensive and specific guidance documents for implementation; launched the first "Innovation - for beloved Thai Nguyen" contest in 2025 to mobilize all people to participate in emulation, creativity, innovation, contributing to building and developing the locality to become more and more prosperous and civilized. The province has implemented the "Popular AI Learning" program so that all people can access and effectively apply AI; thereby improving digital knowledge, applying technology to production, business and social activities.
Attracting and using investment resources for science, technology and innovation development has been gradually focused on and promoted. In 2025 alone, the province will allocate more than 54 billion VND to carry out provincial-level scientific tasks and in the period of 2024 - 2025, the mobilized budget outside the counterpart budget to carry out scientific tasks will reach 30%. Thai Nguyen has issued a plan to implement the national data strategy until 2030 in the province, prioritizing the construction, upgrading and completion of the database system and specialized applications to form a unified, shared database.
The list of shared databases in Thai Nguyen province is determined to include 72 databases shared in the default form, 3 databases shared in the specific form and 75 open data. Databases on environment, geographic background information, cadastral information, provincial land use planning... are being focused on exploitation, construction and development.
In promoting the application and development of national digital technology, building a public-private partnership mechanism to develop modern digital infrastructure, Thai Nguyen has issued a plan to develop digital infrastructure until the end of 2025, identifying the key implementation of a number of contents such as: 5G network coverage at universities, hospitals, and residential areas; 100% of expressways and national highways covered with 4G/5G mobile broadband; universalizing broadband fiber optic connections to households; attracting investment in building data centers (DataCenter) to provide data services for the whole region, especially FDI enterprises; building physical - digital infrastructure and digital utility infrastructure - service technology...
However, in reality, the development of science, technology, innovation and digital transformation in Thai Nguyen still has some limitations such as: The scale of potential and level of science and technology, innovation, although at a fairly high level compared to the whole country, is still far behind developed countries; there is no outstanding specific policy of the province on science, technology, innovation although there are programs to order scientific research of the province with Thai Nguyen University and research institutes but it has not yet achieved high efficiency...
The reason for this situation is that most domestic enterprises in the province are small enterprises with limited resources, so they are unlikely to be able to make breakthrough financial investments in science, technology and innovation activities. Although investment funds from the state budget have increased gradually each year, they are not suitable for the needs of developing science, technology, innovation and digital transformation. The province does not have any outstanding specific policies on attracting and using high-quality human resources...
