'Innovation is an important factor in Vietnam's development in the new era'

At the Vietnam Innovation Day 2024, Prime Minister Pham Minh Chinh announced October 1 every year as the National Innovation Day.

On the morning of October 1, Prime Minister Pham Minh Chinh attended the Vietnam Innovation Day 2024 and the 5th anniversary of the establishment of the National Innovation Center (NIC).

Here, the Prime Minister announced October 1 every year as National Innovation Day.

The event was organized by the Ministry of Planning and Investment at the National Innovation Center in Hoa Lac Hi-Tech Park, Hanoi, marking NIC's strong transformation journey over the past 5 years, demonstrating "Aspiration - Pioneer - Breakthrough" and affirming its important role in elevating the national innovation ecosystem.

Also attending the event were: Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang; members of the Party Central Committee who are leaders of central departments, ministries and branches; Secretaries of provincial and municipal Party Committees; representatives of diplomatic agencies, international organizations, research and training institutions, associations, scientists, domestic and international enterprises, especially leaders of many of the world's leading technology corporations such as: Meta, Nvidia, Qualcomm, AMD, Intel, Qorvo, Samsung..., with a total of about 1,500 delegates attending in person and 10,000 delegates attending online.

NIC - The heart of the innovation ecosystem

Established on October 2, 2019, according to the Prime Minister's Decision with the function of supporting and developing the Vietnamese innovation ecosystem, contributing to the innovation of the growth model based on science and technology development, NIC has gradually affirmed its role as a national focal point for innovation, a leading unit connecting a complete innovation ecosystem for Vietnam.

NIC has developed policies on innovation to support small and medium enterprises; completed infrastructure of operating facilities; built incentive mechanisms and policies for innovation; developed a Vietnamese innovation ecosystem with full participation of all stakeholders; supported enterprises in accessing resources; participated in developing high-quality human resources in Vietnam...

In addition to organizing workspaces, seminars, talks, events connecting start-up businesses with domestic and foreign businesses... NIC also has training programs in coordination with major partners such as Google, Meta..., combined with national innovation centers around the world to send a group of start-ups abroad and participate in incubation and training programs abroad such as Belgium, Korea, Taiwan (China), Japan...

In 5 years, NIC has supported and incubated more than 1,000 start-ups; supported the connection of more than 1,500 innovative and start-up enterprises; organized training through 30 programs, projects, and activities... NIC has built an innovation ecosystem consisting of 10 member networks and nearly 2,000 members in 20 countries and territories; implemented activities in 9 fields including: Artificial intelligence technology, semiconductor industry, environmental technology, smart cities, smart factories, medical technology, green hydrogen, digital content, and cybersecurity.

Promoting the achieved results, in the coming time, NIC will continue to focus on participating in building mechanisms and policies; developing ecosystems and supporting businesses; developing human resources; effectively operating the NIC Hanoi Facility and the NIC Facility at Hoa Lac High-Tech Park.

At the event, Prime Minister Pham Minh Chinh said that the Party and State always pay special attention to science, technology and innovation, considering this one of the top national policies for rapid and sustainable development. The Resolution of the 13th National Party Congress affirmed the policy of strongly developing science, technology and innovation to create breakthroughs in improving productivity, quality, efficiency and competitiveness of the economy. Innovation is clearly stipulated in the Law on Science and Technology, as well as many other legal provisions, mechanisms and policies.

Over the past years, all levels, sectors and localities have focused on synchronously, drastically and effectively implementing tasks and solutions to promote innovation and have achieved important results in many fields, making important contributions to the cause of national construction and defense.

The Prime Minister said that to date, Vietnam has about 4,000 innovative startups, 208 investment funds, 84 incubators, 35 business promotion organizations, and 20 innovative startup centers; Vietnam's innovative startup ecosystem is currently ranked 56/100 countries; Hanoi and Ho Chi Minh City are among the top 200 innovative startup cities globally. Vietnam's 2024 Global Innovation Index ranks 44 and the 2024 E-Government Development Index is 71/193.

Analyzing the context of the situation in the coming time, the Prime Minister said that the explosive development of science and technology and the fourth industrial revolution have led to profound changes with great impacts and influences on a global scale and on each country and region.

Innovation is increasingly demonstrating its important role and has truly become an indispensable driving force in the development of science and technology in particular and the national development strategy in general, and is the key to rapid and sustainable development. Innovation is an inevitable and irreversible objective trend. For Vietnam, this is a particularly important factor contributing to promoting digital transformation, green transformation and sustainable development of Vietnam in the new era of development.

The Prime Minister pointed out three viewpoints to promote innovation: Innovation must be a strategic choice, an objective requirement, a key task, a top priority to promote industrialization, modernization and rapid, sustainable development; Innovation must take people and businesses as the center, the subject, the goal, the driving force and the main resource, especially the young generation - the future owners of the country; Innovation must dare to think, dare to do, dare to act, dare to accept risks, dare to surpass oneself, dare to commit for the interests of the nation, the people, for the bright future of the country.

State the general tasks and solutions on: Perfecting institutions; investing in developing infrastructure systems; developing high-quality human resources; attracting financial investment sources; improving the effectiveness and efficiency of national governance; strongly promoting international cooperation... with "Open policy mechanisms, smooth infrastructure, smart governance; deep and effective international integration."

Requesting the implementation of a number of specific tasks and solutions to promote innovation in Vietnam, the Prime Minister said that the Government will focus on directing the review and completion of strategies, mechanisms, policies and solutions to strongly promote innovation and startups with the spirit of creating all favorable conditions and protecting the legitimate and legal rights and interests of the business community, investors and people; directing and requesting ministries, branches, localities and competent agencies to focus on removing difficulties and obstacles, creating all favorable conditions for people and businesses in innovation, innovation and startup activities.

October 5th every year is National Innovation Day.

The Prime Minister requested Ministers and Heads of sectors to proactively carry out tasks and solutions set out in accordance with resolutions of the Party, the National Assembly, the Government, and the Prime Minister's direction on innovation and related issues; to proactively, flexibly, promptly, effectively direct and closely follow the diverse practical requirements of innovation activities to appropriately respond to newly arising issues; to continue to strongly innovate thinking, awareness, actions and organize and implement innovation activities in each sector and field in a systematic and focused manner.

The Prime Minister requested the Ministry of Science and Technology to focus on implementing the Semiconductor Human Resource Training Project. The Ministry of Science and Technology shall research, review, and develop breakthrough mechanisms and policies to create motivation to promote innovation and start-ups; promptly develop a draft Law and submit it to the Government for promulgation of a Decree on start-ups and innovation (to be completed in 2024). The Ministry of Education and Training shall promote the training of high-quality human resources, especially training programs on key industries such as artificial intelligence technology, semiconductors, and digital skills...

With the viewpoint of "locality decides, locality acts, locality takes responsibility", the head of the Government requested localities to proactively and synchronously and effectively implement the proposed tasks and solutions; pay attention to the different potentials, outstanding opportunities, and competitive advantages of each locality to have appropriate solutions to promote innovation of people and businesses in the area; create all favorable conditions for businesses and people to participate in start-up and innovation activities, especially access to financial resources, technological infrastructure, high-quality human resources, etc.

For businesses and people, the Prime Minister wishes to actively and practically participate in innovation and start-up activities, helping Vietnam catch up, move forward, and surpass.

With the spirit of "listening, understanding together," "sharing vision and action together," "working together, winning together, developing together," "enjoying joy, happiness and pride together," the Government, ministries, branches and localities always respectfully listen to and appreciate comments and contributions to review, amend and perfect related legal regulations, mechanisms and policies.

It is believed that scientists have the mission of being both the founders, implementers, and pioneers of innovation, research, development, and application of science and technology... The Prime Minister hopes and requests that scientists make more efforts and try harder to create more and more highly effective products; at the same time, he requests that universities and research institutes create all favorable conditions in terms of facilities, equipment, laboratories, and remuneration for scientists.

The Prime Minister hopes that countries, organizations, and international partners will improve institutions, preferential finance, technology transfer, human resource training, management science, and organize the implementation of Vietnam's innovation process.

Reviewing the results of the National Innovation Center's operations after 5 years of operation, the Prime Minister appreciated the efforts and important contributions of the Center and the Ministry of Science and Technology, all levels, sectors, localities and development partners, the business community, investors, experts and scientists over the past time, contributing significantly to raising the position and prestige of Vietnam in science, technology and innovation in the region and internationally.

Noting the motto "what is said is done, what is committed must be implemented effectively, practically and specifically" and assigning "clearly to people, clear to work, clear to time, clear to responsibility, clear to product", in the coming time, the Prime Minister requested the Ministry of Planning and Investment to preside over and coordinate with relevant ministries and agencies to focus on directing and further promoting the role of the National Innovation Center.

In particular, focus on researching and proposing specific mechanisms and policies to effectively support enterprises, especially high-tech enterprises, innovation enterprises, and startups; urgently amend Decree 94, ensuring its promulgation before October 10, 2024; strengthen international cooperation, continue to expand the network of experts and scientists on innovation, and international connections.

With the spirit of "dare to think, dare to do, dare to act, dare to commit, dare to innovate," the Prime Minister believes that the message "Innovate, break through, surpass yourself; create, reach far, fly high in the sky of the digital age, green development of humanity" of the National Innovation Festival will spread more and more strongly. The National Innovation Center is a place where humanity gathers and spreads strong benefits; is the heart of the innovation ecosystem, is the fulcrum for Vietnam's outstanding, sustainable development and global integration; contributes to elevating Vietnam to become a country of origin of innovation, capable of mastering technology, reaching the regional and world level.

On this occasion, Prime Minister Pham Minh Chinh announced October 5 every year as the National Innovation Day; requested the Ministry of Planning and Investment to preside over and work with relevant ministries and agencies to carry out necessary procedures on this matter and organize implementation according to regulations.

Before the main event, Prime Minister Pham Minh Chinh and delegates visited booths displaying technology products of the world's leading technology corporations; especially products and technology solutions of leading Vietnamese corporations and enterprises leading in innovation such as Viettel, Sovico Group, CT Group, T&T Group, Thaco, FPT, MoMo...

With hundreds of typical products and technology solutions introduced, it shows the rise of national enterprises in particular and of Vietnam in general on the world technology map, but also a commitment of enterprises to accompany the Vietnamese Government in building a sustainable and prosperous future based on science, technology and innovation.

Also at the event, the 5 most outstanding solutions participating in the Vietnam Innovation Challenge 2024 program co-organized by NIC and Meta Group were honored by the Prime Minister, including 2 solutions in the semiconductor field and 3 solutions in the artificial intelligence field from leading technology corporations in the world and in the country: Cadence, Nexus Photonics, CHOSEN, FPT, Viettel...

Prime Minister Pham Minh Chinh presented Certificates of Merit to organizations and individuals with outstanding achievements in innovation development in general and the National Innovation Center in particular; witnessed the ceremony of awarding cooperation agreements between the Center and major technology corporations Nvidia, Qualcom, Intel, Visemi... on the development of artificial intelligence and semiconductors./.
