10 months ago, on June 28, 2024, the National Assembly issued Resolution No. 138 on the investment policy of the North-South Expressway Construction Investment Project, Western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc). Only 3 months later, on September 20, 2024, the Government issued Resolution 147 to implement Resolution 138 of the National Assembly. It assigned tasks to relevant ministries, branches and the two provinces of Binh Phuoc - Dak Nong to implement, ensure compliance with legal regulations, progress, quality of works, strict management and economical, effective, public and transparent use of capital.

The investment project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section has a total route length of about 124.13km, designed speed of 120km/h. The route passes through districts, towns and cities including: Dak R'lap district (Dak Nong province) about 23.10km long and Bu Dang district, Dong Phu, Dong Xoai city, Chon Thanh town (Binh Phuoc province) about 101.03km long.
The project has a scale of 6 lanes in the completed phase, with a roadbed width of 32.25m, the section through Dong Xoai city is 33m wide. In the investment phase, the project is invested with a scale of 4 complete expressway lanes, a roadbed width of 24.75m; the section through Dong Xoai city is 25.5m; the design speed is 120km/h. The implementation period is from 2024, basically completed in 2026 and put into operation in 2027.
To speed up the progress, the project is divided into 5 component projects, including: Component project 1: Investment in the construction of the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section, under the public-private partnership (PPP) method; Component project 2: Investment in the construction of a service road and an overpass across Dak Nong province; Component project 3: Investment in the construction of a service road and an overpass across Binh Phuoc province; Component project 4: Compensation, support, and resettlement for the section through Dak Nong province; Component project 5: Compensation, support, and resettlement for the section through Binh Phuoc province.
Assigned to implement 3 component projects 1, 3 and 5, in recent times, the People's Committee of Binh Phuoc province has mobilized and promoted the combined strength of the entire political system; maximized the power of collective intelligence; created unity and smooth coordination among the subjects participating in project implementation to accelerate progress, successfully implement, and meet the investment goals resolved by the National Assembly in the project investment policy.
The implementation is based on the spirit of: dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges and be determined in action for the common good. The leaders of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Binh Phuoc province regularly check the progress, resolutely direct relevant localities and units to speed up the project implementation; propagate and mobilize people and organizations affected by the project, coordinate well in site clearance, resettlement support, etc.
Dak Nong province also showed great determination in implementing component projects 2 and 4 in the spirit of only discussing and not backtracking; any favorable issues will be done first, and any issues that are too difficult will be gradually resolved later.
On April 19, the People's Committee of Binh Phuoc province started construction of component projects 3 and 5: Investment in construction of service roads, overpasses and Compensation and resettlement support for the section passing through Binh Phuoc province.
On April 28, Dak Nong province held a groundbreaking ceremony for component 2 of the project to invest in building a service road and an overpass across the section passing through Dak Nong province. This project has a total investment of 338 billion VND, using local budget capital.
For component project 1, the investment in the construction of the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section, is invested under the public-private partnership method. The starting point of the project intersects with the existing National Highway 14 in Kien Thanh commune, Dak R'Lap district, Dak Nong province. The end point intersects with the Ho Chi Minh road, Chon Thanh - Duc Hoa section, in Chon Thanh town, Binh Phuoc province. The total investment of component project 1 is estimated at about 19,965 billion VND.
The groundbreaking ceremony of component project 1 was held right after the project was approved by the Prime Minister, demonstrating the high determination of the entire political system of Binh Phuoc province, which is a premise and motivation for the province to continue to accelerate the completion of legal procedures, start the project, focus on accelerating the construction progress, and put the project into use; meeting the expectations of the people and the business community. The groundbreaking of the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) expressway is a breakthrough in the transport sector, helping to reduce travel time to the Central Highlands provinces, opening up great opportunities for socio-economic development and tourism of localities in the region, reducing traffic pressure and accidents on National Highway 14, connecting to industrial parks, entertainment, and tourist areas; helping localities attract investment resources, develop the economy and international trade, creating conditions for goods and mineral products of provinces in the region to access the market, promoting national development in the era of the Vietnamese nation's rise.
