Emulation Block No. 3 currently has 8 units including the Provincial Military Command, Provincial Police, Provincial Border Guard Command, Provincial Department of Justice, Provincial People's Procuracy, Provincial People's Court, Provincial Civil Judgment Enforcement Department, and Provincial Inspectorate.

In the first 6 months of 2024, Party committees and leaders of units always attach importance to emulation and reward work as a measure and driving force in organizing the implementation of political tasks; focus on deploying, disseminating and thoroughly implementing the Law on Emulation and Reward 2022 and documents guiding its implementation to all cadres, soldiers, civil servants, public employees and workers; concretize emulation content into leadership resolutions of Party committees at all levels and closely deploy emulation and reward work and patriotic emulation movements to the grassroots and each individual.

Implementing Directive No. 24/CT-UBND dated December 26, 2023 of the Provincial People's Committee on launching a patriotic emulation movement to comprehensively and successfully implement socio-economic development goals and tasks associated with ensuring national defense and security, building a comprehensively strong political system in 2024, units have issued plans to launch emulation movements with topics related to the functions and tasks of each sector.

In general, the emulation and reward work in the first 6 months of 2024 has had many positive changes, with units basically completing their set targets. Attention has been paid to the discovery, training, summarization and replication of advanced models, good people and good deeds, thereby promptly motivating and encouraging the spirit of cadres, soldiers and workers to strive to compete and complete all assigned tasks well.

Regarding the key tasks in the last months of 2024, emulation bloc No. 3 continues to enhance the responsibility and role of Party committees, Party organizations, heads of agencies and units in leading and directing innovation to improve the quality and effectiveness of emulation and reward work. Promote patriotic emulation movements in all areas, life, society, ensuring national defense and security, building Party organizations, governments and mass organizations. Actively and proactively advise local Party committees and authorities to direct, implement and excellently complete the tasks, goals and plans of the higher vertical sectors, contributing to the successful implementation of the task of socio-economic development, ensuring national defense and security in 2024. At the same time, compete to well organize activities to celebrate the 120th anniversary of the founding of Dak Lak province, the 80th anniversary of the founding of the Vietnam People's Army, and the 35th anniversary of the National Defense Day.
