Kinhtedothi - On the afternoon of December 24, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh - Head of the Steering Committee on implementing measures to prevent and combat waste of the City People's Committee chaired the 2nd meeting of the Steering Committee.
Also attending the meeting were members of the Standing Committee of the City Party Committee: Vice Chairman of the City People's Committee Nguyen Trong Dong, Vice Chairman of the City People's Committee Duong Duc Tuan; Vice Chairman of the City People's Committee Ha Minh Hai, Vice Chairman of the City People's Committee Nguyen Manh Quyen, Vice Chairman of the City People's Committee Vu Thu Ha.
Removing obstacles in slow-moving projects
The meeting aims to promptly remove difficulties and obstacles for a number of construction investment projects that have been delayed and put into use in Hanoi; at the same time, promote production and business activities, remove bottlenecks to unleash resources for socio-economic development of the capital.
At the meeting, the Steering Committee heard reports on the drafts: working regulations; assignment of tasks to members; plan to implement measures to prevent and combat waste in 2025 and the following years; and the Steering Committee's 2025 work program.
Regarding these contents, Chairman of the City People's Committee Tran Sy Thanh assigned Vice Chairman of the City People's Committee Nguyen Trong Dong to preside over the drafting; at the same time, he requested that the above documents be issued in December 2024. Regarding the work in 2025, it is necessary to develop a specific list of tasks for each month to effectively implement the work of preventing and combating waste.
After listening to the report of the City People's Committee Office, the discussion opinions of the departments, branches, and delegates attending the meeting, Chairman of the City People's Committee Tran Sy Thanh directly discussed, clearly stated his views, and clearly resolved the projects.
Removing difficulties and obstacles for the investment project to build the headquarters of Saigon - Hanoi Commercial Joint Stock Bank (SHB) at 31 - 33 - 35 Ly Thuong Kiet (Hoan Kiem District), Chairman of the City People's Committee Tran Sy Thanh assigned the Department of Planning and Architecture to preside over and coordinate with the People's Committee of Hoan Kiem District in December 2024 to organize the planning of urban design of the streets, submit for appraisal and approval according to current regulations of law. After the planning is approved, SHB Bank will complete the project investment proposal dossier and submit it to the competent authority for approval.
Disassembly to prevent waste
Resolving the problem with the Project of Office Complex, Hotel, Trade Center, Apartments for Sale at 94 Lo Duc (Hai Ba Trung District), Chairman of the City People's Committee Tran Sy Thanh said that the project has been dragging on for many years, and at this point the City needs to focus on solving and removing the problem to prevent waste and not cause damage to the State.
Emphasizing that the direction of the Steering Committee is the basis for departments and branches to organize implementation, Chairman of the City People's Committee Tran Sy Thanh requested that based on the assessment and evaluation of the Steering Committee, relevant agencies submit to the Party Committee of the City People's Committee for consideration and decision. This project must be completely handled in January 2025.
Regarding the CN3 Industrial Cluster Technical Infrastructure Investment Project in Mai Dinh and Tien Duoc Communes (Soc Son District), Chairman of the City People's Committee Tran Sy Thanh agreed with the viewpoints of the Steering Committee members on maintaining the current status of 16,631.6m2 of the 2 cemeteries located in the project land (according to the planning, this location is 2 green spaces, not affecting the operation and business exploitation of the entire industrial cluster). In addition, the Urban Infrastructure Development Investment Corporation UDIC (investor) is required to urgently develop a plan to attract secondary investors to invest in the industrial cluster... In case UDIC needs to transfer the project, the Steering Committee will assign the Department of Construction to guide the process and procedures according to the provisions of law.
Removing obstacles to the Urban Functional Area Project at 233, 233B and 235 Nguyen Trai Street (Thanh Xuan District), to avoid the case of relocated production facilities but leaving them fallow, delaying the land from being put into use, ensuring the investment in a complete urban area, synchronizing the common infrastructure of the area, bringing about effective promotion of socio-economic development for the City, the Steering Committee requested the Hanoi Department of Natural Resources and Environment to complete the content by this week at the latest and submit it to the City People's Committee to sign a document reporting to the Prime Minister on the content beyond the authority of the City.
Handling of assets and public headquarters when implementing the arrangement of commune-level administrative units
The meeting also reviewed the management of houses and land that are headquarters of central and local agencies in Ha Dong district. Accordingly, 6 houses and land belonging to 5 central ministries and agencies were reviewed as being unused or being used ineffectively; 2 houses and land belonging to 2 city departments, agencies and units are not being used. The Department of Finance has proposed a plan to transfer these houses and land to local management.
According to the report of the People's Committee of Ha Dong district, for the houses and land under the management of the district, the district has 7 working offices that are not used or are not used effectively, it is expected to transfer them to build and expand educational and training facilities, or transfer them to the People's Committee of the ward to manage as cultural and sports facilities.
Agreeing with the plans for handling housing and land facilities proposed by Director of the Department of Finance Nguyen Xuan Luu, Chairman of the City People's Committee Tran Sy Thanh noted that functional agencies should focus on the general inventory of public assets. At the same time, he noted that it is necessary to anticipate the handling of public assets and headquarters when implementing the arrangement of commune-level administrative units in the 2023-2025 period and implementing the arrangement and streamlining of the organizational apparatus of the city's political system.
