Implementing Conclusion No. 123-KL/TW dated January 14, 2025 of the 13th Party Central Committee on the Supplemental Project on Socio-Economic Development in 2025 with a growth target of 8% or more; Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on growth targets for sectors, fields and localities to ensure the national growth target in 2025 of 8% or more; Action Program No. 04/CTr-UBND dated February 14, 2025 of the City People's Committee with 3 growth scenarios, 25 socio-economic targets, 97 main tasks and solutions and a list of 95 tasks; Resolution No. 14/NQ-HDND dated February 25, 2025 of the City People's Council on supplementing the socio-economic development plan for 2025 with a growth target of 8% or more; Directive No. 05/CT-TTg dated March 1, 2025 of the Prime Minister on key tasks and solutions, breakthroughs to promote economic growth and accelerate disbursement of public investment capital, ensuring the national growth target in 2025 reaches 8% or more.

With the highest determination to implement the goals, tasks and solutions to complete the growth targets and tasks of 8% or more in 2025, the Chairman of the City People's Committee directed departments, branches, sectors and People's Committees of districts, towns: Focus resolutely, synchronously and effectively on goals, tasks and solutions to complete the target and target of GRDP growth of the City reaching 8% or more in 2025, creating momentum for double-digit growth in the period 2026-2030; Timely review difficulties, obstacles, bottlenecks in mechanisms and policies for the development process, report to competent authorities according to regulations.

At the same time, promote and strive for the disbursement rate of public investment capital in 2025 to reach at least 95% of the assigned plan, in the spirit of taking public investment as the leading factor, activating and attracting social investment. Resolutely carry out site clearance work, promote the construction progress of key projects and works; Develop a disbursement plan for each project, request investors to report and comply with the disbursement progress of each project on a monthly and quarterly basis.

Assign leaders to be responsible for each project, strictly control the scale, progress, and investment efficiency; Review and promptly transfer capital plans of slow-disbursement projects to supplement other projects with good disbursement capacity and need to accelerate progress according to regulations, especially important, urgent, and key projects of regional connectivity infrastructure projects.

In addition, support businesses in implementing pilot, specific, breakthrough mechanisms and policies, "green channels" and "green lanes" mechanisms to simplify and shorten the time for handling administrative procedures; thoroughly decentralize and delegate authority, and minimize intermediate steps.

Strictly implement the direction of the City People's Committee in Document No. 991/UBND-TH dated March 19, 2025 on streamlining and shortening the processing time for groups of administrative procedure records to achieve the city's GRDP growth target of over 8%.

Proactively and speed up the progress of advising the City People's Committee to implement the Law on the Capital, the Resolution of the National Assembly on new and breakthrough policies on investment, finance, bidding, and controlled testing; encourage and promote the effectiveness of science and technology funds, venture capital funds, startups, and innovation; apply the models of "public investment - private management", "private investment - public use", "public leadership - private governance".

Departments, branches, sectors and People's Committees of districts, towns and cities uphold the spirit of solidarity, innovation, constant creative efforts, daring to think, self-reliance and aspiration to rise up, join hands and unite, turn all difficulties and challenges into breakthrough opportunities, have high determination, great efforts and drastic actions to successfully complete the set goals and tasks.

Complete and strive to exceed the targets/groups of targets/goals in the assigned field, including: 68 targets/groups of targets for socio-economic growth in 2025 in Appendix 01; 97 main tasks for socio-economic development in 2025 in Appendix 02; 14 groups of tasks and solutions for the growth target of 8% or more in Appendix 03; periodically report to the City People's Committee (through the Department of Finance) as prescribed.

In addition, assign Vice Chairmen of the City People's Committee according to their fields to directly direct departments, branches, People's Committees of districts, towns to focus on effectively implementing the tasks and solutions in this Directive; promptly handle arising problems according to prescribed authority.
