According to the Plan, the organization and personnel of the Government Inspectorate will be reorganized based on the termination of the operations of 12 ministerial inspectorates and 5 department-level units of the Government Inspectorate; the Inspectorate Cadre School and the Institute of Inspection Strategy and Science will be merged.

The Government Inspectorate presides over the review, statistics, and assessment of the current status of functions, tasks, organizational structure, staff of civil servants performing inspection work, and working equipment of 12 ministerial Inspectorates and units under the Government Inspectorate.

Develop plans to arrange and assign personnel to departments, bureaus and units under the Government Inspectorate, ensuring compliance with the procedures and regulations of the Party and State.

Receive and transfer civil servants to work as inspectors of 12 ministerial inspectorates in accordance with the requirements of the tasks of the departments, bureaus and units of the Government Inspectorate; at the same time, arrange and organize civil servants of the departments, bureaus and units under the Government Inspectorate according to the new organizational model; carry out the handover and reception of party member and civil servant records and other related contents; implement the regime and policies for civil servants during the arrangement process according to regulations.

Hand over and receive inspection tasks and related records and documents from 12 Ministry Inspectorates to the Government Inspectorate according to regulations.

Regarding implementation time, to be completed before May 30, 2025.

Arrange the provincial Inspectorate apparatus in sync with the arrangement of administrative units.

Arrange the organization and personnel of the Provincial Inspectorate and the Central City Inspectorate (Provincial Inspectorate) on the basis of ending the activities of the District Inspectorate and the Department Inspectorate to reorganize them into organizations under the Provincial Inspectorate.

The People's Committees of provinces and centrally-run cities shall preside over the review, statistics, and assessment of the current status of functions, tasks, organizational structure, staff of civil servants performing inspection work, and working equipment of district-level Inspectorates, Department Inspectorates, and Provincial Inspectorates.

Develop and implement a plan for arranging and assigning personnel to the Provincial Inspectorate, ensuring compliance with the procedures and regulations of the Party and the State; carry out the handover and receipt of party member and civil servant files and related contents; implement regimes and policies for civil servants during the arrangement process according to regulations.

Hand over and receive inspection tasks and related records and documents from District Inspectorate and Department Inspectorate to Provincial Inspectorate.

Implementation and completion time is synchronous with the implementation of the policy on rearranging provincial administrative units.

Arrange and set up headquarters and facilities for inspection agencies

According to the Plan, the headquarters and facilities for the Government Inspectorate will be arranged according to the principle of maximum use of the existing headquarters and facilities of the Government Inspectorate, and at the same time, the headquarters of state agencies that are redundant after the arrangement according to Resolution No. 18-NQ/TW of the 6th Conference of the 12th Party Central Committee will be arranged to ensure savings, efficiency, and avoid waste.

In case it is not possible to immediately arrange and allocate the headquarters of redundant state agencies after the arrangement according to Resolution No. 18-NQ/TW, it is allowed to rent the office headquarters to ensure the continuous and uninterrupted performance of tasks. The rental of office headquarters must be carried out in accordance with the provisions of law.

Arrange and set up headquarters and facilities for the Provincial Inspectorate to ensure continuous and uninterrupted performance of tasks.

Review, amend, supplement and perfect laws related to the organization and operation of inspection.
