Commenting on the 2025 storm season (from June to November), Head of the Weather Forecast Department of the National Center for Hydro-Meteorological Forecasting Nguyen Van Huong said that in the East Sea, there is a possibility of 11-13 storms and tropical depressions, of which about 4-6 will affect the mainland of Vietnam (storm intensity equivalent to the average of many years) with most storms concentrated in the second half of the storm season.
Along with that, from May to October, the average temperature of the whole country is 0.5-1 degree Celsius higher than the average of many years (especially June and August). The Northwest region has times when it is more than 1 degree Celsius higher than the average.
The heat wave in the North and Central regions appeared widely in May, lasting until August with intensity equivalent to the average of many years. From June to July, the heat wave decreased in the Central Highlands and the South.
Moderate and heavy rains occur in the North, Central, Central Highlands, and South, concentrated from May to September. There is a risk of localized flooding and inundation in low-lying areas.
Rainfall is approximately the average for many years, with the Central Highlands and the South in May being 5-20% higher. Thunderstorms, tornadoes, lightning, hail, and strong gusts of wind may occur sporadically across the country, especially during seasonal changes or weak cold air.
Regarding floods and flood flows, in the Northern region, the flow will decrease sharply by 10-50%, and there may be small floods in August and September. In the Central and Central Highlands, the flow will be 20-70% lower in many places, and there may be 1-4 small floods. In the Southern region, there will be main floods from June, and the water level of the Mekong River upstream will be 0.1-0.3m below the average of many years.

According to the National Center for Hydro-Meteorological Forecasting, the ENSO phenomenon (including El Nino and La Nina phenomena - the phenomenon of unusual warming or cooling of the surface water layer in the central equatorial region and the Eastern Pacific) is in neutral conditions. From May to July 2025, ENSO is likely to maintain a neutral state with a probability of 70-90%. From August to October 2025, the ENSO phenomenon is likely to continue to maintain a neutral state with a probability of 55-65%.
In the face of the above weather patterns, hydrometeorological experts recommend that people regularly monitor forecast and warning information on the website of the National Center for Hydrometeorological Forecasting at nchmf.gov.vn, and provincial, municipal and regional hydrometeorological stations. At the same time, regularly update the latest hydrometeorological forecast information on the official mass media of the Central and local levels.
For dangerous natural disasters such as storms and tropical depressions, in affected areas, the government and people need to take early preventive measures to minimize damage caused by storms and heavy rains such as: pruning tree branches, lowering billboards, clearing sewers; reinforcing and anchoring safe seafood cages, harvesting finished seafood products... to reduce damage.
People also need to check and harvest rice and crops at harvest time with the motto "green at home is better than old in the fields". In particular, the government and functional units must quickly and promptly provide information on natural disaster forecasts to people. People need to strictly follow the instructions on response and prevention of natural disasters of local authorities so that the response work is synchronized.
To proactively respond to and reduce damage caused by natural disasters, Minister of Agriculture and Environment Do Duc Duy has directed the Department of Hydrometeorology; Department of Dyke Management and Natural Disaster Prevention and Control; Department of Irrigation and the Department of Climate Change to proactively develop disaster prevention scenarios and review disaster prevention resources in accordance with the actual situation.
Units are responsible for closely monitoring weather, water resources, and saltwater intrusion; and operating 24/7 disaster response teams to direct and support authorities at all levels and people to proactively prepare to respond to and overcome the consequences of natural disasters in a timely and effective manner.
Minister of Agriculture and Environment Do Duc Duy requested relevant units under the Ministry of Construction to submit to the Prime Minister for promulgation and urge ministries, branches and localities to implement the Prime Minister's Directives and Official Dispatches on strengthening management and ensuring the safety of dams and reservoirs during the rainy and flood season; managing dykes and preparing for dyke protection and flood prevention; providing guidance on storing water in the irrigation system; reinforcing regional and plot banks to retain water. In particular, units assigned the above tasks must deploy plans to inspect localities and prepare rescue means in all situations according to the "four on-site" motto.
In addition, Minister Do Duc Duy requested specialized units to strengthen forecasting of meteorology, hydrology, water resources, drought, and saltwater intrusion to organize appropriate response solutions to limit impacts on agricultural production, especially rice production in the Mekong Delta; including urgently completing and submitting for approval the Project "Prevention and control of land subsidence, landslides, flooding, drought, and saltwater intrusion in the Mekong Delta until 2035, with a vision to 2050" under the direction of the Government...
