This decision was issued based on the appraisal results of the Appraisal Council for communes meeting new rural standards, advanced new rural standards, and model new rural standards of Lao Cai province and the proposal of the Director of the Department of Agriculture and Environment of Lao Cai province.

The Chairman of the Provincial People's Committee assigned the Lao Cai City People's Committee to organize the Ceremony to announce the Decision to recognize Hop Thanh and Dong Tuyen communes as meeting the advanced new rural standards in 2024 according to regulations. Direct the Steering Committee of national target programs and the People's Committees of the two communes to continue to maintain and improve the quality of the criteria to ensure sustainability in building advanced new rural areas; focus on building communes that meet model rural standards in the coming time.

Recognizing communes meeting advanced new rural standards is one of the important contents in the National Target Program on new rural construction for the 2021-2025 period, aiming to improve the material and spiritual life of rural people, contributing to sustainable socio-economic development.
