At the working session, presenting a summary report summarizing 10 years of implementing Resolution No. 33-NQ/TW dated June 9, 2014 of the 9th Conference of the Party Central Committee (11th tenure) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development, Chief of Office of the Ministry of Culture, Sports and Tourism Nguyen Danh Hoang Viet said that after 10 years of implementation, the goals and tasks set out in Resolution No. 33-NQ/TW have achieved many important results.

Party committees and authorities at all levels are increasingly aware of the position, role and importance of culture; thereby paying attention to leading, directing and creating favorable conditions for the development of this field. State management of culture has many positive changes.

Institutions, policies and resources for construction, culture and people are gradually being taken care of, creating a legal corridor and driving force for development.

The Ministry of Culture, Sports and Tourism and cultural management agencies have gradually innovated content and improved the quality and efficiency of their operations. Under the leadership of the Party, the management of the State, and the participation of the entire political system, the work of building and developing Vietnamese culture and people to meet the requirements of sustainable national development has achieved many successes.

Implementing the Resolution of the 13th National Party Congress, especially after the National Cultural Conference (November 2021) and the 80th Anniversary of the Outline on Vietnamese Culture, cultural and artistic work has been focused on, moved positively, and had clear changes.

However, besides the achievements, according to Mr. Nguyen Danh Hoang Viet, the implementation of Resolution No. 33-NQ/TW is still not consistent and has some limitations.

Chief of Office of the Ministry of Culture, Sports and Tourism Nguyen Danh Hoang Viet said that to build and develop Vietnamese culture and people in the new period, the Ministry of Culture, Sports and Tourism has identified 6 goals:

One is to continue to delve into research and enhance a more complete and profound understanding of culture.

Second, review, develop and perfect the legal system directly regulating the cultural field, gradually filling the "legal gap", and at the same time recommend that competent authorities amend and supplement a number of specialized laws on investment and taxes in the direction of creating a foundation and unlocking resources for cultural development.

Third, focus on building a healthy cultural environment, ensuring that all members of the community can develop their creative abilities.

Fourth, to build Vietnamese people to develop comprehensively towards truth - goodness - beauty, imbued with national spirit, humanity, democracy and science.

Fifth, develop mass physical education and sports to improve people's health; foster and train sports talents, especially young athletes.

Sixth, develop tourism to truly become a spearhead economic sector.

Regarding tasks and solutions, in the coming time, Mr. Nguyen Danh Hoang Viet said that the Ministry of Culture, Sports and Tourism will continue to improve the effectiveness and efficiency of the apparatus; Innovate the approach and management thinking from "doing culture" to "State management of culture", implementing tasks with a proactive, serious, resolute and flexible spirit; Perfecting institutions; Making efforts to carry out the task of reviving and developing Vietnamese culture, gradually concretizing the role of culture - the "regulatory system" in the movement of all aspects of life; Approaching and exploiting spiritual and cultural values: "Culture is the result of the economy, and at the same time the driving force of economic development".

In addition, continue to pay attention to and focus on foreign cultural affairs along with sports and tourism development.

Presenting a number of proposals and recommendations, Mr. Nguyen Danh Hoang Viet said that the Ministry of Culture, Sports and Tourism proposed that the Central Executive Committee, the Politburo, and the Secretariat, based on the summary of 10 years of implementing Resolution No. 33-NQ/TW, give directions on issuing the Conclusion on continuing to implement Resolution No. 33-NQ/TW, supplementing tasks and solutions for development and implementation in accordance with the new stage.

At the same time, pay attention and give opinions on the development of a strategic staff planning for the Cultural Sector.

Direct the consolidation and innovation of the activities of literary and artistic associations at the central and local levels to enhance the ability to gather, promote and strongly unleash the capacity and creative potential of artists to create many works of high ideological and artistic value.

In addition, support the policy of investing in and building Vietnamese Cultural Centers in important locations suitable to Vietnam's development conditions (prioritizing China, Korea, Japan) and the policy of researching and establishing National Tourism Promotion Representative Offices in key markets of Vietnam tourism.

The Ministry of Culture, Sports and Tourism also proposed that the National Assembly and the Government support the review, development, adjustment and supplementation of the legal system directly regulating the cultural sector to fill "legal gaps"; promulgate the Law on Performing Arts and a number of other specialized laws. Pay attention to, support and approve the investment policy of the National Target Program on Cultural Development for the period 2025-2035.

In addition, continue to adjust and amend a number of specialized laws such as: Investment Law, PPP Law, add the cultural sector to the group of preferential investment industries. Amend and supplement a number of articles of the Law on Corporate Income Tax.

Ensure the level of state budget expenditure for culture and sports according to the goals set out in the Cultural Development Strategy to 2030 and programs, projects and plans.

At the same time, increase resources to support investment in building cultural institutions for rural and mountainous areas, especially ethnic minority areas, remote and isolated areas. Early consideration and approval of the Cultural and Sports Facility Network Plan for the 2021-2030 period, with a vision to 2045...

At the working session, members of the Working Group of the Steering Committee for the summary of Resolution No. 33-NQ/TW gave specific opinions on the contents of the Report summarizing 10 years of implementing Resolution No. 33-NQ/TW on building and developing Vietnamese culture and people to meet the requirements of sustainable national development of the Ministry of Culture, Sports and Tourism.

Deputy Minister Ta Quang Dong and leaders of relevant units of the Ministry of Culture, Sports and Tourism answered and clarified each content raised by the members of the Working Group.

Concluding the meeting, Deputy Head of the Central Propaganda Department Phan Xuan Thuy highly appreciated the meticulous and serious preparation of the Ministry of Culture, Sports and Tourism for the Summary Report on 10 years of implementing Resolution No. 33-NQ/TW on building and developing Vietnamese culture and people to meet the requirements of sustainable national development of the Ministry of Culture, Sports and Tourism.

Deputy Head of the Central Propaganda Department Phan Xuan Thuy reviewed the outstanding achievements that the Ministry of Culture, Sports and Tourism has achieved, and also pointed out the difficulties and challenges in building and developing Vietnamese culture and people in the new period.

Agreeing with the groups of tasks and solutions mentioned by the Ministry of Culture, Sports and Tourism in the report, Mr. Phan Xuan Thuy requested the Party Committee of the Ministry of Culture, Sports and Tourism to continue to thoroughly grasp, widely propagate and effectively implement the Resolution of the 13th National Party Congress, including important contents on the fields of culture, arts and the conclusion of General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference...

At the same time, it is necessary to further improve awareness, innovate thinking and methods of cultural management in the new period.

Actively advise and strongly reform policies and regimes for artists and literary and artistic activities.

Continue to advise on fundamental and comprehensive solutions in building and developing Vietnamese culture and people in the new period, focusing on important tasks.
