This is the first visit of Prime Minister Pham Minh Chinh as the head of the Government and the first visit to India by a Vietnamese Prime Minister in 10 years. The visit contributes to strengthening political trust, deepening multifaceted cooperation, bringing the Vietnam - India Comprehensive Strategic Partnership into a more substantial and effective manner in terms of politics, diplomacy, security, defense, economy, trade and investment. This is also an opportunity for the two countries to increase sharing on regional and international security and strategic issues and affirm mutual support in multilateral forums of mutual interest.

At the talks, Prime Minister Pham Minh Chinh conveyed the warm regards of President To Lam and National Assembly Chairman Tran Thanh Man to Prime Minister Narendra Modi, the leaders and people of India, and sincerely thanked the leaders of India for sending condolences and sending the National Security Advisor to pay their respects to General Secretary Nguyen Phu Trong, an exemplary and outstanding leader who devoted his life to the country and people of Vietnam.

Prime Minister Pham Minh Chinh informed the Indian Prime Minister about the recent situation in Vietnam and Vietnam's major policy orientations. The Prime Minister sent to Prime Minister Narendra Modi and the Indian People's Party (BJP) his congratulations on the victory of Prime Minister Modi's Government and the BJP in the 18th Lower House election. He congratulated the great achievements that the Government and people of India have achieved under the leadership of Prime Minister Modi, making India a country of important influence in the region and the world.

The Prime Minister of India expressed his sincere thanks and warm welcome to Prime Minister Pham Minh Chinh, one of the first foreign leaders to pay a State visit to India since the re-election of the third-term Government of Prime Minister Narendra Modi; and affirmed his commitment to comprehensively developing the Comprehensive Strategic Partnership between the two countries.

At the talks, the two Prime Ministers had in-depth, sincere and trustworthy discussions on bilateral cooperation as well as regional and international issues of mutual concern. The two leaders emphasized that the Vietnam-India relationship is rooted in history, nurtured by generations of previous leaders and the people of the two countries, and that the two countries need to continue to cherish and preserve the strong traditional friendship, a valuable asset between Vietnam and India.

The two Prime Ministers noted with satisfaction that since the establishment of the Comprehensive Strategic Partnership framework in 2016 during Prime Minister Narendra Modi's visit to Vietnam, bilateral relations have made remarkable progress, with high political trust, cooperation in the fields of defense - security, economy - trade and investment, culture - education and people-to-people exchange all achieving encouraging results.

Prime Minister Pham Minh Chinh and Indian Prime Minister Narendra Modi agreed to further consolidate traditional areas of cooperation and expand to new potential areas under the motto "Five More", including: higher political trust, deeper defense and security cooperation, more substantive and effective economic-trade and investment cooperation, more open science and technology cooperation, innovation, cultural exchange, and closer people-to-people connections.

Particularly in the economic and trade fields, the two Prime Ministers agreed to implement strong measures towards the goal of doubling two-way trade and investment turnover from the current level by 2030. The two sides agreed and assigned relevant agencies of both sides, through existing mechanisms, to regularly exchange information to remove trade barriers as well as promote other trade promotion measures.

Prime Minister Pham Minh Chinh suggested that India actively consider the proposal of Vietnamese enterprises to issue/renew the Certificate of Indian Standards (BIS) for imported goods from Vietnam, and suggested early signing of the Agreement on E-commerce and the Bilateral Trade Agreement to fully exploit the retail market in line with new trends. Prime Minister Pham Minh Chinh also encouraged large corporations and technology billionaires of India to invest in Vietnam, creating large projects that are symbolic of economic cooperation between the two countries, welcoming the shift in supply chains and helping the two countries better participate in the global supply chain.

Prime Minister Pham Minh Chinh expressed his gratitude to Prime Minister Narendra Modi and the Government of India for their warm and respectful welcome and invited Prime Minister Narendra Modi to visit Vietnam again in the near future.

After the talks, the two sides witnessed the exchange of nine cooperation documents in the fields of health, law and justice, diplomacy, human resource training, agricultural science, radio and television, tourism, culture, and the Action Program to implement the Comprehensive Strategic Partnership 2024-2028, including the declaration that Vietnam is ready to participate and is in the process of completing procedures to officially join the International Solar Alliance (ISA).

During this visit, the leaders of the two governments issued a Joint Statement on strengthening the Vietnam-India Comprehensive Strategic Partnership, demonstrating the common perception of the leaders of the two sides in further promoting the Comprehensive Strategic Partnership in a deeper, more effective and practical direction for the benefit of the people of the two countries.

The International Solar Alliance (ISA) was initiated by India in 2015 on the sidelines of the COP21 Conference in Paris, France. ISA was officially established in March 2018 with the main objective of enhancing cooperation among countries with solar energy potential, promoting research and development, and technology transfer related to solar energy development.
