The delegation included representatives of functional units under the Ministry of Industry and Trade and representatives of the Ministries of Finance, Construction, Agriculture and Environment, Ethnic Minorities and Religions; and leaders of Vietnam Electricity Group.

On the side of Bac Giang province, there were comrade Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee; comrade Nguyen Thi Huong - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrade Le Viet Oanh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades Vice Chairmen of the Provincial People's Council and People's Committee; leaders of relevant departments, branches and sectors of the province.

Speaking at the meeting, Minister Nguyen Hong Dien said that, implementing the Prime Minister's direction on organizing a working delegation of Government members to work with localities to grasp the situation, remove difficulties and obstacles in localities, promote economic growth to achieve and exceed the 2025 target, and lay the foundation for development in the following years. Today's meeting has representatives of 5 ministries and EVN who will listen to the People's Committee of Bac Giang province report on the working content, difficulties and obstacles and recommendations and proposals for solutions to promote the development of the province. Accordingly, difficulties and obstacles will be directly discussed by members of the Working Group according to their authority.

At the meeting, representatives of the People's Committee of Bac Giang province reported on the situation of production and business, construction investment, import and export in the province in the first 3 months of 2025; the implementation of the growth scenario in 2025 assigned in Resolution No. 25/NQ-CP dated February 5, 2025 of the Government; the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and the implementation of national target programs in the province.

Accordingly, the province's socio-economic situation in the first 3 months of 2025 achieved quite positive results; the production and business situation, construction investment, import and export in the area were basically favorable; the economic growth (GRDP) of the whole province in the first quarter was estimated at about 14.8% (higher than the previous scenario, expected at 13%); of which industry - construction is estimated to increase by about 18.8%, industry alone is estimated to increase by about 19.6%. Key production sectors still maintained growth at a fairly good level; agricultural production continued to be stable, ensuring the plan. Investment attraction achieved positive results. Trade and services continued to recover strongly; export value maintained a stable growth rate.

Also at the meeting, provincial leaders pointed out the difficulties and obstacles of the province and proposed solutions to promote local economic development in the coming time.

Representatives of relevant ministries, branches and units under the Ministry of Industry and Trade discussed and answered the province's recommendations; at the same time, gave comments on tasks and solutions in various fields to help Bac Giang take advantage of opportunities and advantages, overcome difficulties and limitations, and continue to promote local socio-economic development to achieve the set goals.

After listening to the province's report and 15 comments from representatives of ministries, branches, members and work, concluding at the conference, Minister Nguyen Hong Dien highly appreciated the socio-economic results that Bac Giang has achieved in 2024 and the first 3 months of 2025.

“ Bac Giang has been very proactive and responsible in setting a target higher than the target assigned by the Government for GRDP growth in 2025 and has also had very clear and specific solutions for each department, branch, locality, and each field, and also has a mechanism for inspection, control, and urging to achieve the goals and tasks... " - Minister Nguyen Hong Dien emphasized.

Regarding the exchanges and responses of ministries and branches on the recommendations and proposals of the province, according to the Minister, the two sides need to urgently review the contents of the recommendations and proposals; accordingly, the province needs to carefully review the recommendations to ensure that the proposals are correct, accurate and in accordance with the provisions of the law as well as in accordance with the practical situation in the locality. On the part of the ministries and branches, it is also necessary to seriously and thoroughly study the recommendations of the localities to see if they are in accordance with the provisions of current laws; if not in accordance, what are the problems and how to solve them. On that basis, the relevant ministries and branches need to promptly issue written responses, instructing localities to implement to remove obstacles for issues under their authority, and at the same time synthesize and make recommendations to competent authorities to consider and solve issues beyond their authority.

Minister Nguyen Hong Dien basically agreed with the key tasks and solutions of the province in the coming time, and at the same time requested the Party Committee and the government of Bac Giang province to pay attention to directing the good implementation of a number of key tasks to promptly overcome limitations, promote potentials, advantages and results achieved in recent years to promote production and business growth, promote disbursement of public investment capital and import and export in the coming time:

Firstly , Bac Giang province closely follows the growth targets assigned by the Government and the province's striving goals, and at the same time, based on the situation and results of the first 3 months of the year, adjusts and updates the growth scenario for 2025 monthly and quarterly as a basis for leadership, direction, operation, inspection and supervision with the highest determination and effort to successfully achieve the set goals and tasks. In addition to traditional growth drivers such as investment, export and domestic consumption, it is necessary to exploit new drivers such as digital economy, green economy, circular economy, strong application of science and technology, and innovation.

Second , it is necessary to focus on removing difficulties and obstacles for each enterprise in the area, including domestic and foreign enterprises; promptly support enterprises in production and business, especially production and export enterprises, small and medium enterprises in the area to access and exploit the Free Trade Agreements that Vietnam has signed to diversify markets, diversify products and boost exports.

Third , to continue to increase room for development, Bac Giang needs to focus on implementing projects related to national planning, regional planning, sectoral planning and provincial planning, ensuring progress according to approved planning. Focus on organizing reasonable development space and allocating suitable land funds, creating conditions for the development of industrial, commercial, service and urban ecosystems to effectively promote local potentials and advantages; in which it is necessary to pay attention to the orientation of merging administrative units.

In particular, Bac Giang needs to proactively coordinate closely and effectively with the electricity sector to create the most favorable conditions for the Northern Power Corporation to immediately deploy power line and transformer station projects according to the Plan and Implementation Plan of Power Plan VIII, especially the deployment of the 110kV to 220kV grid to ensure sufficient electricity supply for industrial parks in the area.

Fourth , resolutely deploy the levers of scientific and technological breakthroughs, innovation and national digital transformation in the spirit of Resolution No. 57-NQ/TW of the Politburo. This is both a goal and a driving force to help the economy grow, towards the set development goals, creating a strong qualitative shift, improving the content of science and technology, innovation and digital transformation in all aspects of economic and social life.

Fifth , continue to promote administrative reform, especially administrative procedure reform; urgently review and cut at least 30% of administrative procedures and 30% of administrative procedure implementation time in accordance with the Prime Minister's direction to reduce time and costs, creating convenience for people and businesses in the process of implementing administrative procedures.

Sixth , although the merger of provinces has not been officially implemented, the policy is already in place; therefore, the province needs to proactively rely on approved planning orientations and the list of priority investment projects in the planning to reposition development axes in the area, especially the formation of industrial, commercial, service and urban ecosystems to effectively promote local potentials and advantages.

In addition, the province needs to pay more attention to effectively implementing national target programs, supporting people, unemployed workers and businesses facing difficulties; effectively implementing sustainable poverty reduction and social security policies; focusing resources to strive to complete the program of eliminating temporary and dilapidated houses according to the set programs and plans.

“ Regarding the recommendations and proposals of the locality, after today's working session, the Working Group will have an official written notice to serve as a basis for the locality and related units to implement; at the same time, synthesize and report to competent authorities to consider and resolve recommendations beyond the authority of ministries and branches, contributing to supporting Bac Giang to successfully and comprehensively implement the set goals and tasks, actively contributing to the overall growth target of the whole country " - the Minister emphasized.

Within the framework of the program, on the same morning, Minister Nguyen Hong Dien and the Government delegation surveyed the Yen Lu Industrial Park expansion project, Yen Dung, Bac Giang; the Dong Viet and Yen Dung bridge construction project connecting Bac Giang with Hai Duong.
