At the Conference, on behalf of the Government Party Committee, Comrade Nguyen Thi Hong, Member of the Party Central Committee, Member of the Government Party Executive Committee, Party Secretary, Governor of the State Bank presented the Decision of the Government Party Standing Committee on appointing Mr. To Huy Vu to join the Executive Committee, Standing Committee and hold the position of Party Secretary of Agribank for the 2020-2025 term.

On behalf of the Party Committee and the State Bank's Board of Directors, Governor of the State Bank Nguyen Thi Hong presented the Decision of the State Bank of Vietnam on the transfer and appointment of Mr. To Huy Vu, Director of the State Bank's International Cooperation Department, to hold the position of Chairman of the Board of Members of Agribank from April 3, 2025.

Also at the Conference, Governor of the State Bank Nguyen Thi Hong presented the Decisions of the State Bank of Vietnam to transfer and appoint Ms. Thai Thi An Hoa, Deputy Director of the Department of Forecasting, Statistics - Monetary and Financial Stabilization of the State Bank and Mr. Le Manh Thang, Head of the Board of Supervisors of GPBank to hold the position of Member of the Board of Supervisors of Agribank. The Decisions take effect from April 3, 2025.

Speaking at the Conference, Governor of the State Bank Nguyen Thi Hong affirmed that the appointment of senior leaders will help Agribank strengthen its management and administration capacity to continue to perform well its political tasks and business activities in the coming time.

The Governor of the State Bank hopes and believes that Mr. To Huy Vu and the appointed comrades will promote their sense of responsibility, capacity and working experience, together with the leadership team, officers and employees of Agribank, to continue the tradition of solidarity, join hands and build Agribank to develop more and more, affirming its role and position as one of the leading commercial banks in Vietnam, making important contributions to the socio-economic development of the country.

Speaking at the ceremony, Mr. To Huy Vu, Party Secretary and Chairman of the Board of Members of Agribank, sincerely thanked and expressed his honor to be entrusted with this important task and responsibility by the Government Party Committee, the Party Committee and the Board of Directors of the State Bank.

Mr. To Huy Vu affirmed that he will continue to promote his qualifications and working capacity, together with his comrades in the Party Committee Standing Committee, the Party Executive Committee, the Board of Members, the Executive Board and the entire Agribank system, inherit and promote the achievements that have been achieved, determined and strive to overcome all challenges, successfully completing assigned tasks; in which, focusing on leading and directing the comprehensive completion of the main business targets in 2025 and the goals according to the Resolution of the 10th Agribank Party Congress, term 2020-2025, the Restructuring Plan associated with bad debt settlement for the period 2021-2025; prepare and ensure the best conditions for the successful organization of the 11th Agribank Party Congress, term 2025-2030.

In his new position, Mr. To Huy Vu hopes to receive the attention, leadership, direction and assistance of the Government leaders, Ministries, Departments, the State Bank, the attention of previous generations of leaders and the coordination and support of the Board of Directors and all officers and employees of Agribank to best complete the assigned tasks.

The year 2025 is of great significance, deciding the completion of the objectives of the Restructuring Plan associated with bad debt settlement for the period 2021-2025, the targets of the Resolution of the 10th Agribank Party Congress, term 2020-2025, the year of holding Party Congresses at all levels and the 11th Agribank Party Congress, term 2025-2030, towards the 1st Government Party Congress and the 14th National Party Congress.

The consolidation of Agribank's senior personnel aims to strengthen leadership, direction, and effective and efficient operations, creating a solid foundation for Agribank to develop sustainably, and enter a new era with the country - an era of breakthrough development and prosperity.

Mr. To Huy Vu was born in 1980, hometown Thanh Hoa. Bachelor's degree from Foreign Trade University, Master's degree in Business Administration, Master's degree in Management, PhD in Economics in the French Republic, Senior in Political Theory.

During his working time in the banking sector, he held the following positions: Deputy Director of the Monetary Forecast and Statistics Department of the State Bank; Party Cell Secretary, Director of the Monetary Forecast and Statistics Department of the State Bank; Member of the Party Executive Committee of the State Bank, Party Cell Secretary, Director of the International Cooperation Department of the State Bank.
