BHG - On the afternoon of April 2, comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee, had a working session with the delegation of the Bank for Social Policies led by comrade Duong Quyet Thang, General Director of the Bank for Social Policies. According to the report of the Provincial Social Policy Bank, in recent times, Ha Giang province has proposed many policies and strategies on economic development, poverty reduction, and focused on directing the improvement of the effectiveness of implementing social policy credit and the operation of the Social Policy Bank in the area. The total capital as of December 31, 2024 reached VND 5,460 billion, an increase of VND 454.1 billion compared to the beginning of 2024. Of which: Capital entrusted from the local budget was VND 273 billion, an increase of VND 20.7 billion compared to the beginning of the year; capital mobilized from organizations and individuals was VND 362 billion, an increase of VND 36.8 billion. By the end of 2024, the total capital reached over VND 5,554 billion, an increase of VND 94.4 billion compared to the beginning of the year. Total outstanding debt reached VND 5,546 billion/93,669 outstanding customers, an increase of VND 97 billion compared to the beginning of the year, a growth rate of 1.8%, an average outstanding debt of VND 59 million/customer. The quality of policy credit activities has been continuously improved, by March 31, 2025, the total overdue debt and frozen debt was VND 7,536 million, accounting for 0.13% of the total outstanding debt. The whole province has 193/193 transaction points in communes and wards and 2,602 savings and loan groups, of which: 2,178 groups are classified as good, accounting for 83.7%, the credit quality of all branches is classified as Good. With the motto "Understanding the people's hearts, serving wholeheartedly" and the method of "transactions at home, disbursement at the commune", the Provincial Bank for Social Policies has effectively organized and implemented policy credit activities at the grassroots level, ensuring democracy and transparency in the community, actively contributing to the implementation of the national target program on sustainable poverty reduction...

Speaking at the meeting, General Director of the Bank for Social Policies Duong Quyet Thang stated: The activities of the Bank for Social Policies are special activities, not for profit but to create a preferential credit channel to support policy beneficiaries, mainly the poor, to borrow capital to develop production and business, gradually reducing poverty sustainably. The reality in Ha Giang has clearly demonstrated the effectiveness of policy credit programs, contributing to reducing the poverty rate from 42.08% in 2021 to 25.93% in 2024. The General Director of the Bank for Social Policies hopes that Ha Giang province will continue to pay attention to directing the improvement of the quality of social policy credit in the area. At the same time, he committed that the Bank for Social Policies will allocate sufficient capital, accompany Ha Giang province to effectively implement credit policies, according to each program and subject, and the resource needs that Ha Giang needs to borrow capital for economic development, job creation, and sustainable poverty reduction.

The Provincial Party Secretary emphasized that, from the results achieved and the shortcomings and limitations pointed out, in the coming time, Ha Giang province will continue to promptly issue policies and credit programs to contribute to the implementation of the goal of sustainable poverty reduction, job creation, and ensuring social security. Focus on studying and expanding the lending subjects, loan terms, loan limits, supporting poor and near-poor households to escape poverty sustainably; clearly identify the methods, people, work content, time, specific effectiveness and request the Board of Directors of the Provincial Bank for Social Policies to review appropriate and highly feasible contents to advise the province to include in the resolutions of the Party Congresses at all levels to focus on leadership and direction of implementation according to a clear roadmap.

Provincial Party Secretary Hau A Lenh also requested the Bank for Social Policies to continue to pay attention to Ha Giang province, from supporting resources to guiding the consolidation of the operating model after the abolition of district-level government, not to interrupt the implementation of policy credit programs for policy beneficiaries, poor and near-poor households.
