Recently, Chairman of the Provincial People's Committee Trinh Xuan Truong signed Decision No. 16/2024/QD-UBND promulgating the Regulation on decentralization of management and use of regular expenditure funds to implement policies and preferential regimes for people with meritorious services to the revolution, relatives of people with meritorious services to the revolution and people who directly participated in the resistance war managed by the Department of Labor - Invalids and Social Affairs (LĐ-TB&XH) in Lao Cai province. The Regulation takes effect from August 1, 2024.

Regulations on management and use of regular expenditure funds from the central budget, authorizing the implementation of expenditure tasks to the provincial Department of Labor, Invalids and Social Affairs to implement preferential policies for people with meritorious services to the revolution, relatives of people with meritorious services to the revolution and people who directly participated in the resistance war, participated in the war to defend the Fatherland, performed international missions in Cambodia, helped Laos, and people sent as experts to help Laos and Cambodia (people who directly participated in the resistance war) in the province.

The Regulations specifically stipulate the powers and responsibilities of relevant agencies and units in implementing preferential policies for people with revolutionary contributions, relatives of people with revolutionary contributions and people directly participating in the resistance war in the province.

The District Department of Labor, Invalids and Social Affairs and the Sa Pa Nursing Center for People with Meritorious Services are the two units that manage the subjects, directly manage and use the budget to implement preferential policies for people with meritorious services to the revolution, relatives of people with meritorious services to the revolution and people who directly participated in the resistance war in the area in accordance with the provisions of law. At the same time, it is necessary to prepare a budget estimate for implementing policies and preferential regimes for people with meritorious services to the revolution, relatives of people with meritorious services to the revolution and people who directly participated in the resistance war of the year and send it to the Department of Labor, Invalids and Social Affairs before June 20 every year.

The Department of Labor, Invalids and Social Affairs of districts, towns and cities coordinate with the People's Committees of communes/wards to inspect and make a list of beneficiaries, ensuring that people with meritorious services to the revolution, relatives of people with meritorious services to the revolution and people who directly participated in the resistance receive full subsidies and allowances before the 5th of each month.

Coordinate with Social Insurance agencies to review and compare to issue health insurance cards to beneficiaries in a timely manner.

Organize payment services in accordance with regulations and procedures for paying preferential allowances to people with revolutionary contributions, relatives of people with revolutionary contributions and people directly participating in the resistance war according to the payment plan approved by the Provincial People's Committee; increase non-cash payments according to the direction of the Government and the Prime Minister.

* From August 1, 2024, the People's Committees of districts, towns and cities in the province will have the authority to decide to allow exemption and reduction of land use fees for people with revolutionary contributions and relatives of martyrs in Lao Cai province according to Decision No. 17/2024/QD-UBND recently issued by the Provincial People's Committee.

Accordingly, the Chairman of the Provincial People's Committee requested the Department of Labor - Invalids and Social Affairs, the Department of Natural Resources and Environment, the Department of Finance, the Provincial Tax Department and other agencies and units under the province to coordinate with the People's Committees of districts, towns and cities in the process of implementing the exemption and reduction of land use fees for people with revolutionary contributions and relatives of martyrs in the province in accordance with regulations.

The People's Committees of districts, towns and cities are responsible for synthesizing and reporting the results of the implementation of preferential land use fee exemption and reduction for people with revolutionary contributions and martyrs' relatives to the Provincial People's Committee periodically before June 30 and December 31 every year.
