Mr. Pham Ngoc Thuong was born in 1968 and has a PhD in Literature. In 2020, he was appointed by the Prime Minister to the position of Deputy Minister of Education and Training. Previously, he was Chairman of the People's Committee of Lang Son province.

As Deputy Minister of Education and Training, Mr. Pham Ngoc Thuong has been in charge of many areas and sectors of the industry.

Currently, Mr. Thuong is in charge of the following areas: planning - finance, facilities, inspection, general education, continuing education, national and international general education quality assessment and evaluation, student streaming and career guidance, directing high school graduation exams, developing the team of teachers, education managers, Vietnam Education Publishing House, and the National Foreign Language Project.

Mr. Pham Ngoc Thuong is the direct successor to direct the innovation of general education - implementing the 2018 General Education Program; directly directing the development and promulgation of the high school graduation exam plan from 2025 and is currently actively directing the organization of the first exam according to the innovation plan; advising and directing the development of the draft Law on Teachers - an important legal corridor for managing and developing the teaching force...

Besides his position as Deputy Minister of Education and Training, Mr. Pham Ngoc Thuong is also Secretary of the Party Committee of the Ministry of Education and Training.

Currently, in addition to Minister of Education and Training Nguyen Kim Son, the Ministry of Education and Training has 4 deputy ministers: Mr. Pham Ngoc Thuong, Mr. Hoang Minh Son, Mr. Nguyen Van Phuc and Ms. Nguyen Thi Kim Chi.
