Information from the Provincial Land Fund Development Center said that the unit is submitting a request for approval to auction the land use rights of the remaining 10 plots of land at the Border Guard Residential Area project in 2024. This is an important land fund to contribute to completing the budget collection plan from the land use rights auction source that the center was assigned by the province in 2024, which is 295 billion VND.

The project of the Residential Area of ​​the Provincial Border Guard Area was invested in and completed and put into use in 2016. 35/45 plots of land in this area were successfully auctioned in September 2016. There are currently 10 plots of land that have not been auctioned according to the direction of the Provincial People's Committee. In May 2023, the Provincial Land Fund Development Center reported to request the policy of auctioning the above 10 plots of land and the Provincial People's Committee assigned the Provincial People's Committee Office to review and advise on the settlement in Notice No. 81/TB-UBND dated June 8, 2021. However, to date, there has been no policy for auctioning land use rights.

Currently, this area has been encroached upon by some people to plant trees and gather construction materials. Therefore, the Provincial Land Fund Development Center has sent a document requesting the Department of Natural Resources and Environment to report to the Provincial People's Committee to agree in principle to auction the land use rights for the remaining 10 plots of land in the Provincial Border Guard Residential Area.

Since the beginning of the year, the center has organized 4 auctions of land use rights, ensuring publicity and transparency, of which 3 auctions in March 2024 had over 800 participants with a floor price rate of over 27%. This is a positive signal for the real estate market after a long period of stagnation and freezing. By the end of March 2024, the actual revenue reached over 108 billion VND, reaching 36.8% of the assigned plan.

The land fund is expected to continue to be auctioned to individuals in 2024, about 19,600 ^m2 , equivalent to 100 - 120 billion VND, with a forecast of a successful auction of about 80 - 90 billion VND. This is a land fund with completed infrastructure, detailed planning 1/500, approved subdivision plan or detailed planning, and is carrying out procedures to approve the subdivision plan. The land fund expected to be auctioned to investors to implement the commercial housing project in the Bac Song Hieu Urban Area, phase 1, according to the policy of the Provincial People's Committee is about 150 - 170 billion VND, with an area of ​​about 19,388 ^m2 . However, the investment policy approval procedures have not been completed yet, so there is no basis for implementing the next steps; If the procedures for organizing the auction are not completed in the second quarter of 2024, this revenue source will be difficult to realize in 2024.

According to Deputy Director of the Provincial Land Fund Development Center Phan Dang Hai, currently there is not much land fund eligible for auction, the remaining land fund that is not eligible requires a lot of time to complete essential infrastructure as well as administrative procedures according to regulations. Therefore, in order to be determined and strive to achieve the 2024 plan (VND 295 billion), it is necessary to have the attention and close and drastic direction of the Provincial People's Committee leaders for relevant departments and localities in prioritizing the quick and timely resolution of administrative procedures to soon complete the procedures to ensure eligibility for land auction according to regulations.
