Based on the verification of the complaint content, the opinions of representatives of departments, branches and Ha Long city; Comrade Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee affirmed: The allocation of resettlement land to Mr. Doan, and at the same time not applying the exemption policy to this land plot in Cao Thang ward, is in accordance with the provisions of law and has been responded to in writing.

However, in the process of considering that Mr. Dang Thai Doan is a meritorious person and the process of verifying the origin of the land, the process of managing and using the family's land has never been exempted from land use fees, the Standing Vice Chairman of the Provincial People's Committee assigned the People's Committee of Ha Long City to review the site clearance plan when reclaiming Mr. Dang Thai Doan's land in Hong Hai ward to determine specifically for each part of the reclaimed land area including: The area of ​​land to be liquidated, the area of ​​land used before October 1993 and the area of ​​land used stably after October 1993.

On that basis, calculate correctly and fully the amounts of money deducted to the state budget according to regulations and at the same time consider applying land use fee exemptions according to the policy for people with meritorious services at the same time to directly exempt and reduce according to the plan for land recovery and compensation for site clearance. Ha Long City also needs to review similar cases to proactively resolve them.
