The 11th Conference of the 13th Party Central Committee opened on April 10, 2025, discussing and giving opinions on 15 contents, focusing on two main groups of issues: continuing to reorganize the apparatus of the political system, reorganize administrative units and organize two-level local governments; prepare for the 14th Party Congress and elect deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Regarding the project to rearrange and reorganize administrative units at all levels and build a model of organizing a 2-level local government, along with the accompanying projects, these are very important and historical issues; not only the arrangement of organization, apparatus, and staff, but also the decentralization of authority, the rearrangement of administrative units, the allocation of resources, and the creation of development space. The goal is to build a government that is close to the people, serves the people better; at the same time, opens up a new situation in the country's development with a long-term vision.

As we know, the local government of our country has a process of formation and development associated with the process of organizing a stable 3-level local government (province, district, commune) from the early period of the country's founding until now, with the inheritance, preservation and promotion of traditional, historical and cultural values ​​of each administrative unit.

However, the division of administrative units and the implementation of the 3-level local government model have created shortcomings, dispersed resources and potentials of localities, increased the number of management agencies, party agencies, and mass organizations, increased the number of staff and civil servants, leading to a cumbersome, multi-layered government apparatus and political system at all levels, wasting the state budget.

Therefore, implementing Conclusion 127 of the Politburo with the aim of restructuring the local government system according to a two-tier model is a step to reduce the intermediate level, helping local governments, especially at the grassroots level, become more flexible in grasping and solving arising problems. Accordingly, building a streamlined administrative system, in which the functions and tasks of agencies and units are clearly defined, avoiding overlap, thereby creating conditions for effective coordination between levels of government.

To build a new local government system that is truly “of the people, by the people, for the people”, the local government apparatus must innovate its methods of operation. In the era of digital technology, digital transformation and e-government development, the application of information technology in administrative management will help reduce administrative procedures, save time and costs for people and improve management efficiency. Along with that, it is necessary to innovate the work of supervision and inspection. A close coordination mechanism between government levels and relevant agencies and organizations must be systematically built, ensuring efficiency and transparency.

The key factor determining the success of local government is the staff of civil servants. Selecting, training and fostering cadres with capacity, qualities, enthusiasm and high expertise is very necessary. Governments at all levels need to create favorable conditions for cadres to dare to think, dare to do, make breakthroughs and be creative for the common good.

At the same time, the assignment and decentralization associated with the delegation of authority and binding responsibilities will promote the sense of responsibility and creativity in management work. On the other hand, continuous training and improvement of professional qualifications will help the staff become more flexible and proactive in management and operation.

For local governments to truly be “of the people, by the people, for the people”, it is necessary to create effective communication channels, listen to and promptly resolve the concerns and aspirations of the people and businesses. People’s participation not only helps the government grasp the reality but also builds trust and connection between the government and the community.

When local governments truly take people as the center, people's satisfaction and trust will increase, creating momentum for development, contributing to building a strong local government, close to the people and operating effectively in the era of national development and prosperity.
