On the afternoon of April 14, at the Party Central Committee headquarters, after high-level talks, General Secretary To Lam and General Secretary and President of China Xi Jinping reviewed and listened to the introduction of 45 cooperation agreements in many fields signed between ministries, sectors, and localities of the two countries, demonstrating the rich and comprehensive achievements that both sides achieved during this visit.
Of which, there are 7 important documents in the field of railways and roads signed by Minister of Construction Tran Hong Minh with Chinese partners, including: two documents are international treaties at the Government level, two agreements on ODA capital between the two governments and three ministerial-level agreements.
In the railway sector, Minister Tran Hong Minh signed four documents, including: Memorandum of Understanding between the Ministry of Construction and the National Development and Reform Commission of China on the establishment of the Vietnam-China Railway Joint Cooperation Committee to accelerate project implementation; Minutes of work between the Ministry of Construction and the China National Administration of International Development Cooperation (CIDCA) on field surveys to provide technical support for the preparation of a feasibility study report for the investment project to build the Lao Cai - Hanoi - Hai Phong railway line in Vietnam.
Along with that is the Letter of Exchange on China's technical support for planning the Dong Dang - Hanoi, Mong Cai - Ha Long - Hai Phong standard gauge railway lines; Letter of Exchange on China's technical support for preparing the Feasibility Study Report for the Investment Project to build the Lao Cai - Hanoi - Hai Phong standard gauge railway line.
These railway documents play a significant role in accelerating the preparation of railway projects connecting Vietnam and China, a matter of great concern to the leaders of the two countries' Parties and Governments in recent times.
On this occasion, the Ministry of Construction actively urged the Chinese side to unify, complete procedures and sign an Exchange of Letters on China's technical support for the preparation of a Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong Standard Gauge Railway Construction Investment Project.
This is a very important document, creating a basis for relevant agencies of the two countries to coordinate and promote internal procedures to soon start the project.

In the road sector, Minister of Construction Tran Hong Minh signed three documents, including: Agreement between the two governments on joint construction of cross-border traffic works in the Thanh Thuy international border gate area, Vietnam - Thien Bao, China; Protocol between the two governments on simplifying import and export procedures through the Thanh Thuy international border gate, Vietnam - Thien Bao, China for employees, means of transport, construction equipment and construction materials to jointly construct cross-border traffic works in the Thanh Thuy international border gate area, Vietnam - Thien Bao, China; Memorandum of Understanding on road technical cooperation between the Ministry of Construction of Vietnam and the Ministry of Transport of China.
The two signed documents on the construction of cross-border traffic works will create an important legal basis for the two provinces of Ha Giang, Vietnam, and Yunnan, China, to invest in the construction of cross-border traffic works in the Thanh Thuy international border gate area, Vietnam - Thien Bao, China.
These documents contribute to promoting trade and meeting the increasing travel needs of the people of Ha Giang and Yunnan provinces in particular and Vietnam and China in general through the Thanh Thuy - Thien Bao international border gate pair.
The signed Memorandum of Understanding on Road Engineering Cooperation will promote cooperation between the two Ministries on road engineering, development of technical standards and regulations, research on new technologies, new materials, construction management, maintenance, etc.
