Sign ODA loan agreement soon to start construction of Lao Cai - Hanoi - Hai Phong route
On April 14, Prime Minister Pham Minh Chinh met with General Secretary and President of China Xi Jinping.
Presenting a number of proposals on the direction and focus of cooperation in the coming time, Prime Minister Pham Minh Chinh suggested that the two sides build a trustworthy and good political relationship to guide the overall bilateral relationship, maintain exchanges between the top leaders of the two Parties and two countries, and institutionalize contacts between the two Prime Ministers.

Promoting defense and security cooperation to truly become a pillar of bilateral relations; coordinating and supporting each other within multilateral frameworks.
The Prime Minister hopes that the two sides will improve the quality and effectiveness of substantive cooperation in all fields, with high priority given to railway cooperation, especially in terms of credit, technology transfer and human resource training, and soon sign an ODA loan agreement to promptly start construction of the Lao Cai - Hanoi - Hai Phong route in 2025, followed by the Dong Dang - Hanoi and Mong Cai - Ha Long - Hai Phong railways.
Promote balanced and sustainable trade development, creating conditions for Vietnamese agricultural products and other goods to be exported to China; promote cooperation in developing new productive forces, focusing on science - technology, innovation and digital transformation; soon have major projects that are symbolic of the bilateral relationship in Vietnam; create new highlights in environmental resources and monetary finance cooperation; further deepen cultural, educational, tourism and aviation cooperation; enhance exchanges and coordination in multilateral frameworks.
Affirming that Vietnam is a friendly neighbor, General Secretary and President Xi Jinping highly appreciated Prime Minister Pham Minh Chinh's important contributions to promoting cooperation in all fields between the two countries.
General Secretary and President Xi Jinping hopes that both sides will grasp development opportunities in the field of science and technology, take advantage of the close geographical distance between the two countries to exploit the potential for economic cooperation and develop industries; and actively promote the railway cooperation mechanism between the two countries.
At the same time, he affirmed that China is ready to expand the import of Vietnamese agricultural products, support Chinese enterprises to increase high-quality investment in Vietnam; propose that both sides organize well the activities within the framework of the Vietnam-China Humanitarian Exchange Year; deploy "Red Journey" tourism routes, strengthen cooperation in the fields of education and health to bring practical benefits to the people of the two countries.
The two sides are requested to proactively and actively implement cooperation projects; properly control disagreements according to the common perception of high-ranking leaders, promote cooperation at sea, and jointly maintain peace and stability in the region and the world.
Cooperation between the two parliaments has become an important pillar.
At the meeting with General Secretary and President of China Xi Jinping, National Assembly Chairman Tran Thanh Man affirmed that the Vietnamese National Assembly will thoroughly grasp and is ready to closely coordinate with the National People's Congress of China in promoting the role of the supreme legislative body and promoting the concretization of important common perceptions between the two General Secretaries.

Regarding the cooperation between the Vietnamese National Assembly and the Chinese National People's Congress in recent times, National Assembly Chairman Tran Thanh Man affirmed that the cooperation between the Vietnamese National Assembly and the Chinese National People's Congress has become an important pillar, contributing to building a solid foundation for the sustainable development of bilateral relations.
The National Assembly Chairman highly appreciated the role of the parliamentary cooperation channel in promoting strategic dialogue, sharing legislative experience, supervising and deciding on major issues, thereby strengthening political trust and facilitating cooperation initiatives between the two countries.
Regarding the direction of cooperation in the coming time, National Assembly Chairman Tran Thanh Man emphasized that the legislative body plays an increasingly important role in the cause of building socialism and socio-economic development of each country.
The Vietnamese National Assembly will continue to closely coordinate with the National People's Congress of China through mechanisms such as high-level delegation exchanges, specialized committees, parliamentary friendship groups and multilateral parliamentary forums; improve the effectiveness of national governance; act as an important bridge, bringing the voices of the two peoples closer together, thereby consolidating the social foundation for Vietnam-China relations.
General Secretary and President Xi Jinping agreed that the two sides need to increase exchanges across channels, share legislative experiences, and jointly build a solid legal corridor for major cooperation projects, including cooperation in building three standard gauge railway lines connecting the two countries.
At the same time, it is hoped that specialized agencies under the National Assembly and the National People's Congress will increase exchanges on experiences in building a socialist rule-of-law state and developing people's democracy throughout the process; promote exchanges on legal topics; and jointly inherit and promote the tradition of cooperation between the two Parties and the solidarity between the people of the two countries.
