The forum was attended by Prime Minister Pham Minh Chinh, Deputy Prime Minister Nguyen Chi Dung, leaders of ministries, branches, embassies, research institutes, universities, businesses and organizations at home and abroad.
The event attracted the participation of more than 1,000 delegates, including leaders and senior technology experts from Google, Meta, NVIDIA, IBM, Intel, TSMC, MediaTek, Tokyo Electron, Panasonic, Marvell... and many businesses from Silicon Valley, the United States, China, Korea, Japan, India, France, Germany, the Netherlands and Vietnam; to discuss the development orientations, opportunities and challenges of the global semiconductor and artificial intelligence (AI) industry, and propose development orientations for these technology fields in Vietnam.
Prime Minister Pham Minh Chinh attended the Policy Forum "Vietnam proactively develops the semiconductor industry and artificial intelligence in the new era".
In his opening speech, Deputy Minister of Finance Nguyen Duc Tam said that the forum was organized to affirm Vietnam's efforts to gradually participate in the innovation ecosystem and global value chain of the semiconductor and artificial intelligence industries, two fields considered the "heart" of modern technology and the foundation for the digital economy.
Deputy Minister Nguyen Duc Tam hopes that partners and entities in the semiconductor and artificial intelligence ecosystem from the world's leading technology corporations, to research institutes, universities, investment funds and the domestic and foreign business community will cooperate more closely to go further, making Vietnam an important link in the global semiconductor and artificial intelligence supply chain.
"The Ministry of Finance will synthesize the opinions of delegates and experts at the forum, coordinate with relevant ministries and branches to report and propose to the Government key tasks and solutions to promote these two strategic technology industries in the coming time, creating great contributions to help Vietnam achieve double-digit growth in the upcoming important development period," said Deputy Minister Nguyen Duc Tam.

At the forum, leading domestic and international technology experts made important comments and suggestions to help Vietnam gradually affirm its position on the global technology map.
Mr. Christopher Nguyen, CEO and founder of AITOMATIC, shared about "Compatibility of Vietnam's semiconductor and artificial intelligence industry development trends with global trends"; analyzed key factors that help Vietnam take advantage of advanced technology platforms, thereby increasing competitiveness in the international arena, and affirmed that technological autonomy is the key to strongly developing Vietnam's digital economy.
Businesses introduce products and promote cooperation in the fields of semiconductors and AI.
Michael Kagan, NVIDIA Corporation, and Suresh Venkatarayalu, Honeywell, shared about Vietnam’s potential to become an AI and semiconductor R&D hub, as well as the importance of expanding international cooperation to maximize technological advantages. These shares reflect global trends, and are a call to action for Vietnamese businesses towards digital transformation and innovation.
Sharing at the forum, Mr. Truong Gia Binh, Chairman of the Board of Directors of FPT Corporation, affirmed the readiness of Vietnamese enterprises in technology transfer and building an innovation ecosystem.
Next, Ms. Nguyen Thi Bich Yen from SOITEC shared on the topic of "Advanced IC packaging technology", emphasizing that breakthroughs in the current chip manufacturing process not only reshape the global semiconductor industry but also open up strategic opportunities for domestic enterprises.

Within the framework of the event, the National Innovation Center and related partners announced initiatives for Vietnam to master semiconductor technology and artificial intelligence; launched the 2025 Innovation Challenge program; the discussion "Providing advice for Vietnam to proactively develop the semiconductor and artificial intelligence industry" created a lively exchange space, through which experts proposed creative solutions, outlined a strategic development roadmap for the semiconductor and AI industry, contributing to making Vietnam a pioneering technology center in the region.
Vietnam is currently one of the countries with the fastest growing digital economy in Southeast Asia, has a strategic geopolitical position, has an abundant young workforce that is knowledgeable about technology, and increasingly modern infrastructure investment, attracting more and more large technology corporations in the world, especially in the fields of semiconductor industry and artificial intelligence.
Through the forum, Vietnam aims to achieve a new position in the international arena, opening up opportunities for strategic cooperation, creating a solid foundation for the digital transformation process, capturing and mastering technology, and achieving the goal of rapid and sustainable development in the coming period. This is an important step for scientists and international partners to connect and cooperate with Vietnamese partners to create a new era for Vietnam's digital economy.
