After more than 1 month of implementing the 2-level local government model in the fields of science and technology, innovation and digital transformation, Gia Lai has quickly completed its apparatus, ensuring that administrative procedures are resolved smoothly for people and businesses.

Reporting to the working delegation, Deputy Director of the Department of Science and Technology of Gia Lai province, Vo Cao Thi Mong Hoai, said that from July 1 to now, the Department has received 33 administrative procedure files, processed 13 files, and is processing 20 files within the deadline.
The Department of Science and Technology of Gia Lai province currently carries out 193 administrative procedures, related to many fields such as: Radio frequencies, telecommunications and Internet, postal services, intellectual property , quality measurement standards, radiation and nuclear safety, support for small and medium enterprises, science and technology activities, recruitment of civil servants and state compensation.
Gia Lai province's arrangement of full headquarters, equipment, and Internet connection in 135/135 communes and wards after the merger has ensured smooth operation of receiving and processing documents. In particular, the Community Digital Technology Team has been maintained in 100% of communes and wards, supporting one-stop staff and guiding people to use online public services.
Enterprises such as VNPT and Viettel have arranged specialized staff at the grassroots level, together with Tan Dan Informatics Joint Stock Company supporting 10 more staff for the province. In addition, the province has organized training on digital skills for nearly 7,000 cadres, civil servants and public employees; issued identification codes for agencies and units, completed the electronic office system, video conferencing, ensuring management and operation activities in the digital environment.
In fact, according to the Department of Science and Technology, in addition to the achieved results, Gia Lai still faces some difficulties and obstacles in the implementation process. In the field of digital transformation, the locality lacks high-quality human resources, while the whole province has 121 communes and wards but has not yet arranged specialized information technology staff. The digital skills of commune-level staff are still limited, significantly affecting the implementation progress.
In the field of intellectual property, after the merger of units, many trademarks, geographical indications and certification marks have changed in terms of management entities, while the database has not been standardized, causing difficulties in managing, exploiting and processing records.
In the field of radiation and nuclear safety, there are currently no specific regulations on fees and appraisal charges for some new imaging diagnostic devices, and there is a lack of unified implementation guidelines at the local level.
The new regulations on science and technology activities only delegate authority to the Provincial People's Committee to grant licenses to establish foreign-invested science and technology organizations and representative offices and branches in Vietnam, but there are no clear instructions on amending, supplementing or re-issuing licenses, leading to confusion when processing documents.
The field of quality measurement standards also has shortcomings, when some procedures are assigned to the Chairman of the Provincial People's Committee to perform, but the form stipulates that the Provincial People's Committee grants the license, causing difficulties in application. In addition, regulations on the validity of measurement standard certificates and inspector cards are still inconsistent.
The delegation of the Ministry of Science and Technology visited and studied at the Gia Lai Provincial Public Administration Service Center and the Quy Nhon Tay Ward Public Administration Service Center.
Mr. Tran Quang Hung, Deputy Director of the Department of Intellectual Property, representing the working delegation, acknowledged the efforts to complete the administrative procedure system of Gia Lai province in a short time, ensuring smooth operation.
At the same time, highly appreciated the efforts of Gia Lai province in implementing the two-level government model, especially in ensuring the smooth operation of information systems, technology infrastructure and digital transformation activities.
However, reality shows that the locality still faces many difficulties that need to be resolved soon for the model to promote sustainable effectiveness. Among them, there are many difficulties, concentrated in the fields of intellectual property, quality measurement standards, digital transformation, innovation and radiation and nuclear safety, etc.
During the 2 working days in Gia Lai, the working delegation directly discussed and answered questions within their authority, and at the same time noted issues beyond their authority to synthesize and report to the leaders of the Ministry of Science and Technology for consideration and early solutions.
The working group requested Gia Lai province to continue reviewing and reporting specifically for each field; proactively advise the Provincial People's Committee on solutions to overcome difficulties, at the same time strengthen digital human resource training, promote the effectiveness of the Community Digital Technology Team...
These efforts aim to ensure that the two-level local government model in the field of science and technology in Gia Lai operates stably and effectively, serving people and businesses well.
