Reporting on the assessment results of the indicators, Mr. Nghiem Xuan Cuong, Vice Chairman of the People's Committee of Quang Ninh province emphasized: The assessment results of the PAR INDEX (administrative reform index), SIPAS (index assessing the satisfaction of people and organizations with the services of state administrative agencies), DDCI (competitiveness index at the department and local level), DGI (district-level governance efficiency index), DTI (digital transformation level index) in 2024 have shown comprehensively the results of the implementation of promoting administrative reform, improving the investment and business environment, enhancing competitiveness and the level of digital transformation of departments, branches and localities. Through that, we can see the outstanding results in the implementation, but also see the limitations that need to be proposed with specific solutions to overcome immediately and promptly. Thereby, it will contribute to improving, maintaining and sustaining the achieved results of the province's PAR INDEX, PCI, SIPAS, PAPI, DTI indexes in 2025 and the following years.

According to the results of the 2024 index announcement, for the administrative reform index (PAR INDEX), the average value achieved by 51 agencies, units and localities conducting the assessment was 87.12%. Of which, 21 units were ranked excellent, 24 units were ranked good, 5 units were ranked fair and 1 unit was ranked average. Quang Ninh Provincial Treasury topped the rankings with a value of 95.33%.

In 2024, the assessment of the Department and Local Competitiveness Index (DDCI) will be conducted for 36 agencies, units and localities. For the department and sector block, the average score is 75.47 points, an increase of 9.93 points compared to 2023. The leading unit in the department and sector block is the Quang Ninh Economic Zone Management Board with a score of 77.54 points.

For districts, towns and cities, the average score reached 74.75 points, an increase of 6.19 points compared to 2023. In which, Ha Long City is still the leading unit in the rankings with a score of 79.35 points.

For central agencies located in the province, the average score is 77.25 points, down 5.46 points compared to 2023. Topping the rankings of this group is the Provincial Customs Department with a score of 81.59 points.

Regarding the SIPAS index, in 2024, the results of the assessment of people's and organizations' satisfaction with the services of state administrative agencies reached 95.97%, an increase of 0.69% compared to 2023. Of which, the satisfaction assessment rate of the central agencies located in the province is the highest at 96.99%; followed by districts, towns and cities with 96.10% and provincial departments, branches and sectors have the lowest satisfaction assessment rate at 94.98%.

The average value of the District Governance Performance Index (DGI) in 2024 is 92.29%, an increase compared to 2023. Of which, the achieved value of 13 localities ranges from 90.39% to 94.21%. Co To district is the leading unit in the ranking with an achieved value of 75.37 points.
