On the morning of April 24, the Provincial National Assembly Delegation held a conference to collect opinions on draft laws to be submitted to the 9th Session of the 15th National Assembly. Attending the conference were delegates: Pham Duc An, Chairman of the Provincial People's Committee; Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation.
At the conference, delegates focused on contributing ideas to complete the content of four important draft laws, including: Draft Law on Organization of Local Government (amended); Draft Law on Cadres and Civil Servants (amended); Draft Law on Amending and Supplementing a Number of Articles of the Law on Promulgation of Legal Documents; and Draft Law on Amending and Supplementing a Number of Articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Implementing Democracy at Grassroots Level.
At the conference, delegates expressed their agreement with the necessity of drafting the above-mentioned draft laws, and at the same time provided some additional comments for the draft laws.
Some opinions said that it is necessary to clearly decentralize tasks for election committees at each level in accordance with local authorities at each level; there should be a policy mechanism for People's Council delegates to best promote their roles and tasks. Along with that, there should be regulations on specific functions and tasks suitable for People's Council delegates at each level in accordance with the scope of activities and reality. Delegates also suggested reconsidering some tasks decentralized to commune-level authorities so that they are truly appropriate. Delegates also suggested having a mechanism to protect cadres who dare to think and dare to act for the common good...
Acknowledging the enthusiastic and responsible opinions of the delegates, comrade Pham Duc An, Chairman of the Provincial People's Committee, emphasized that organizing the collection of opinions on draft laws is very important, aiming to promptly institutionalize the major policies of the Party, the orientation of the Constitution, and at the same time reflect the reality more accurately from specific fields... The contents of the opinions contributing to the drafting of the law at the conference were very frank, of high quality, and derived from the reality in the working process.
He hopes to continue receiving comments on draft laws to help the Provincial National Assembly Delegation have more comprehensive and objective information as a basis for discussion at the upcoming 9th Session.
