General Secretary To Lam talks about selecting top personnel after the merger

Regarding the draft documents for the 14th National Party Congress, the General Secretary said that the Central Committee agreed on the highest goal of the 14th National Congress, which is to decide on strategic issues to ensure "stability, development and improvement of people's lives".

The Central Committee also agreed on the high requirements of the coming period: "high-quality development, rapid development and sustainable development", "proactiveness, self-reliance and autonomy in development".

According to the Central Committee's request, in the process of preparing and organizing the congress, Party committees must focus on thoroughly discussing tasks and solutions to continue contributing to perfecting the documents of the 14th National Party Congress and the documents of their own congresses.

Also according to General Secretary To Lam, the Central Committee is strongly determined to "establish a new growth model" and "build a modern national education system on par with the region and the world" as fundamental solutions to overcome the risk of falling behind.

In the new growth model, science and technology, innovation and national digital transformation will be the main driving force, with the private economy being the most important driving force of the national economy.

Regarding the work of organizing the development and implementation of the Party Charter, the Central Executive Committee discussed, gave opinions and basically agreed to approve the draft of the Personnel Work Orientation of the 14th Party Central Executive Committee; additional personnel planning for the 14th Party Central Executive Committee; contents of amendments and supplements to the Central Executive Committee's Regulations on the implementation of the Party Charter; Regulations on the Party's inspection, supervision and discipline work.

The contents of amendments and supplements to Directive No. 35 and Conclusion No. 118 of the Politburo on Party congresses at all levels towards the 14th National Party Congress; the direction for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term... were also highly agreed upon by the Central Committee, according to the General Secretary.

Referring to the immediate tasks, the General Secretary emphasized the need to focus on directing and drastically implementing the tasks of streamlining the organizational apparatus according to the projects and plans approved by the Central Committee.

Once again, the General Secretary noted to ensure that agencies, units and organizations operate continuously and smoothly before, during and after the arrangement.

Regarding the organization of congresses at all levels in merged and consolidated localities, the General Secretary said that we will organize congresses at the commune and provincial levels immediately after the administrative units are reorganized. Therefore, localities need to lead and direct very closely to ensure that the congresses are in accordance with regulations and are substantive, not formal.

According to the General Secretary, the Politburo will issue a new Directive to replace Directive 35 providing specific guidance on organizing congresses at all levels in the new spirit, in which the General Secretary noted two additional issues regarding documents and personnel.

For provinces that are merged or consolidated, the General Secretary requested that the Standing Committees discuss with each other to develop documents for the new Provincial Congress, based on the spirit of "expanded development space" of the new province to develop documents.

"It is not a mechanical amalgamation of the old province's documents into the new province's documents. The merged communes must also follow this spirit" according to the direction of the General Secretary.

Regarding personnel, the General Secretary pointed out that many officials are concerned about personnel arrangements when merging, consolidating and arranging personnel for the Congress. According to the Party leader, the Central agencies will have specific instructions on criteria and standards.

"I propose that the highest standard must be based on work requirements, then other criteria come first. The Standing Committee of the provincial level (with mergers and consolidations) must discuss this issue thoroughly with each other, creating high unity in implementation, especially in arranging heads of agencies after the merger," the General Secretary directed.

In addition, Party leaders noted the need to ensure the roadmap and progress, and procedures for amending the legal corridor, the time to end district-level activities, merge communes, and arrange and merge provinces as approved in the Resolution.

Immediately after this Conference, the General Secretary requested the Central Steering Committee to summarize Resolution 18 to meet to specify the tasks that need to be done, develop plans and roadmaps for implementing tasks in the coming time, and assign members of the Politburo and Secretariat to direct, guide, inspect, and urge.

He said that next week, the Politburo and the Secretariat will organize a national cadre conference to disseminate and unify the awareness and approach throughout the political system regarding the policies just approved at the 11th Central Conference.

According to the General Secretary, the Politburo will also soon issue a Resolution on innovation in law-making and enforcement to meet development requirements in the new era; a Resolution on private economic development to create new momentum, along with Resolution 57 on breakthroughs in science and technology development, innovation, national digital transformation, and Resolution 59 on international integration in the current situation.

The goal he emphasized is to be determined to achieve GDP growth of 8% or more by 2025, creating a foundation for continuous double-digit growth in the following years.

In the long term, the General Secretary mentioned the goal of striving for Vietnam to become a developed country with modern industry and high middle income by 2030; and to become a developed country with high income by 2045.

"The work ahead is very complicated, the reality of life is urgent, the people and party members are waiting, the tasks ahead are very heavy and difficult, I think this is a great challenge, and at the same time an opportunity for each member of the Party Central Committee to demonstrate their sense of responsibility to the Party, the country and the people," the General Secretary shared.
