On March 12, Mr. Nguyen Duc Trung, Secretary of Nghe An Provincial Party Committee, presented the decision approving the investment policy of VSIP Nghe An 3 Industrial, Urban and Service Park (VSIP Nghe An) project with a total investment capital of 52.5 million USD to Sembcorp Group (Singapore). This is the second project of this group in Hung Nguyen district and the third project in Nghe An.

With many open policies and strong administrative procedure reforms, in recent years, Nghe An has become a bright spot in attracting foreign direct investment (FDI) in the country.

If in 2020, FDI attraction of this locality only reached 0.169 billion USD, ranking 25th in the country, then by 2022, it had risen to 10th place with 0.961 billion USD. Nghe An's FDI attraction ranking improved by 2 places in 2023 and maintained the 8th position in 2024 with total capital of 1.6 and 1.74 billion USD, respectively. FDI projects come from investors of 14 countries and territories such as China, Korea, Hong Kong (China), Thailand, Taiwan (China), Japan, Singapore, India, Australia, USA...

Of these, Sembcorp Group's projects account for a high proportion of total foreign investment capital in the locality. Sembcorp Group's first VSIP Nghe An was built in Hung Tay commune, Hung Nguyen district in 2015. Up to now, after a decade of construction, this industrial park is becoming a key project with the expectation of creating a breakthrough for Nghe An's industrial development.

The reason why big investors choose Nghe An, in addition to the "carpet-laying" policy and the advantage of a large labor force, is also the stability of security, order and social safety in this locality.

With the motto of maintaining security and order to develop production and business, Nghe An Provincial Police has directed local police and units to proactively develop plans and solutions; implement many professional measures to ensure security and order in the area, and propagate and educate the law to people and workers.

In addition to coordinating with industrial park security forces, local police have promoted the replication of self-management models of security and order, effectively promoting the movement "All people protect national security".

With proactive and synchronous measures, in recent years, the security and order situation in industrial parks and areas bordering industrial parks in Nghe An has been basically stable, creating a favorable environment for businesses to confidently invest and produce, contributing positively to the socio-economic development of the province.

Lieutenant Colonel Ngo Chi Hoan, Deputy Chief of Hung Tay Commune Police, said that during the construction and expansion of VSIP Nghe An, some households did not agree with the compensation and site clearance plan. The incident lasted for many years, causing the risk of destabilizing security and order in the area, affecting the province's investment attraction work.

The commune police force, together with local authorities, have patiently explained and mobilized people to understand and support the province's policy.

In addition to understanding the thoughts and aspirations of the people, the commune police have strengthened their grasp of the situation, forecasted situations, and promptly advised on handling plans, preventing unexpected situations from occurring, affecting security and order in the area and the progress of the project. The unit has coordinated with relevant agencies to develop and implement construction protection plans, and strictly handled cases of incitement, opposition, and extremism.

Up to now, people basically agree with the province's policy, completing the handover of the site to businesses to implement according to plan.

As of the beginning of this year, 55 projects from 51 investors with a total investment capital of more than VND49,150 billion have been invested in VSIP Nghe An. Of these, 34 investment projects have come into operation, creating initial jobs for about 23,000 workers.

Not only changing the face of the purely agricultural commune of Hung Tay, creating jobs for local workers, the enterprise owning this industrial park also contributed more than 1,260 billion VND to the budget of Nghe An province in 2024, becoming the second highest tax-paying enterprise in this locality.

At the end of 2023, the People's Committee of Nghi Dong Commune (Nghi Loc, Nghe An) completed the site clearance work, handing over 162 hectares of land to the investor to implement phase 2 of the WHA Industrial Park project. Just over a year later, Nghi Dong Commune has taken on a new look when the industrial park infrastructure system has been completed.

According to Mr. Nguyen Dinh Hau, Vice Chairman of Nghi Dong Commune People's Committee, at this time, one factory located in the area has come into operation, and two factories are being completed.

Attracting businesses, including those with tens of thousands of employees, is of great significance to the socio-economic development of the locality but also raises many issues in ensuring security and order in the area, industrial park security and worker security.

Major Nguyen Van Cuong, Chief of Nghi Dong Commune Police, said that during the process of contractors implementing the construction of industrial park infrastructure, at peak times, there were over 1,500 workers from many provinces and cities, especially the northern mountainous provinces, concentrated in the area, posing a potential risk of crimes related to social order, drugs, etc.

Proactively prevent all types of crimes, manage population movements, security and order at construction sites, dormitories, and worker camps with specific plans and solutions developed by the unit.

The communal police, in coordination with the Security and Order Protection Team at the grassroots level, and the landlords regularly check temporary residence registration and disseminate the provisions of the Law on Residence to the people and workers. Along with the locality, the communal police have promoted the crime reporting movement to promptly detect and handle cases with signs of law violations among workers.

In 2024, the commune police broke up 2 cases of illegal drug possession among workers, arresting 3 subjects.

In the near future, the factories in the area will attract about 70,000 workers. The pressure of managing residence and ensuring security and order in the industrial park as well as in the commune will be heavier for the police force. However, according to Major Cuong, this is a group of workers who have been screened through the recruitment of enterprises. In addition, the commune police have also accumulated a lot of experience and have been supplemented with more personnel after the dissolution of the district police.

With these important conditions, Nghi Dong Commune Police will well undertake the task of ensuring industrial park security, worker security, creating safe and stable conditions for businesses to feel secure in production.

While ensuring industrial security and worker security is a somewhat new task for Nghi Dong commune, this has been a regular and continuous task of Hung Tay commune police since VSIP Nghe An came into operation in 2015.

Captain Vo Long Khanh, Head of Hung Tay Commune Police, shared: "For many consecutive years, the area has not had any major hotspots or gathering places for social evils, drug trafficking, or illegal drug use. Criminal cases have decreased sharply, with an average of 10-14 cases occurring each year, down to 1/3 of the previous number.

100% of criminal cases arising in the area were promptly handled by the commune police in coordination with higher-level police, and security and order cases were also resolved by the commune People's Committee. With the efforts of the local government, police force and people, last January, Hung Tay commune was removed from the list of key areas with complicated social order and social evils.

According to Captain Khanh, incidents related to security and order such as property theft and disturbances among workers are taking up a large proportion. To prevent this situation, the police have implemented regulations signed with the industrial park to strengthen security work.

Over the years, the unit has done a good job of grasping the situation, closely coordinating in receiving, exchanging and processing information related to ensuring security and order. At the same time, the police have also developed and deployed plans to ensure security and safety in industrial zones, especially preventing and combating all types of crimes.

Up to now, VSIP Nghe An factories have about 20,000 workers, including nearly 2,000 foreigners. There are about 6,000 workers registered for temporary residence in this locality, leading to the proliferation of many types of services, conditional business establishments, posing potential risks of insecurity, social evils...

In order to ensure security and order in the industrial park, Hung Tay Commune Police closely coordinate with the Security and Order Protection Team at the base and the security force of the industrial park to increase patrols and control. At the same time, the commune police also coordinate with the owners of the rental accommodation establishments to grasp the situation of temporary workers in the area.

This unit regularly coordinates with industrial park leaders and businesses to organize many propaganda sessions and disseminate laws to workers. The commune police proactively monitor the situation, promptly detect and resolve risks that may lead to instability among workers and laborers.

"With the main motto of prevention, the police force proactively grasps the situation and coordinates with relevant agencies to resolve conflicts in labor relations.

The most important thing here is to ensure unity and harmony of interests between workers and businesses, not to let hot spots and instability occur, leading to risks to worker security and industrial park security, thereby contributing to creating a stable and peaceful environment for businesses to produce and develop," Lieutenant Colonel Hoan concluded.
