Expected to complete and exceed 11/15 socio-economic targets

Promoting the achievements of previous terms, with strategic vision, innovative thinking, development aspirations and determination to create breakthroughs, turning difficulties and challenges into opportunities, turning disadvantages into advantages, the 17th Quang Tri Provincial Party Congress has correctly identified important goals, tasks and solutions to strive for Quang Tri to become a province with a high-average development level by 2025 and a fairly good province in the country by 2030.

The Provincial Party Executive Committee, the Provincial Party Standing Committee, Party committees and authorities at all levels have focused on leading, directing and effectively implementing the goals, tasks and solutions set forth in the Resolution of the 17th Provincial Party Congress.

The province has focused on implementing 5 groups of key programs and projects; 4 groups of priority sectors and fields and 13 groups of key tasks and solutions through the timely issuance and drastic implementation of projects, thematic resolutions, programs and specific action plans. Focusing on realizing the 3 pillars of the province's development, in which, the energy industry is the key sector, creating a breakthrough; agriculture is the support and services - tourism are the spearhead.

Thanks to that, up to now, Quang Tri province has achieved important results in all fields.

Based on the results of the implementation over the past nearly 4 years, it is forecasted that the province will continue to complete and exceed 11/15 main socio-economic targets set out in the Resolution of the 17th Provincial Party Congress and 4/15 targets will approach the set target.

In particular, the average growth rate of gross regional domestic product (GRDP) in the 2021-2023 period reached 6.79%, forecasted to reach 7% by the end of the term, approaching the set target (7.5% - 8%); GRDP per capita in 2023 reached 71 million VND, forecasted to reach 85 million VND by 2025, reaching the set target (85 - 90 million VND); the economic structure shifted in the right direction, the non-agricultural sector in 2023 reached 80.98%, forecasted to reach 82.2% by 2025, approaching the set target (85%); total social investment capital from the beginning of the term to September 30, 2024 was 96.6 trillion VND, forecasted for the whole term was 133.6 trillion VND, exceeding the set target by 8%; Total state budget revenue in the area from the beginning of the term to September 30, 2024 reached 17,262 billion VND, and is forecasted to reach over 22,400 billion VND for the entire term, exceeding the plan by 4.2%.

The province focuses on promoting investment attraction, especially non-state investment resources to build infrastructure, including projects: My Thuy Port Area, Quang Tri Airport, Quang Tri Industrial Park, Construction of a conveyor system to transport coal from Laos to Vietnam, VSICO Quang Tri Dry Port Area, CFG Nam Cua Viet Port Area with a total estimated value of about 25,000 billion VND.

In addition to important transport projects that have been implemented from the state budget such as: Coastal road connecting the East - West Economic Corridor, Eastern bypass of Dong Ha city, Cam Lo - La Son, Cam Lo - Van Ninh expressway; some strategic transport projects are being studied and proposed for investment by investors under the PPP public-private partnership method such as: Cam Lo - Lao Bao expressway, National Highway 15D with a total estimated investment of over 20,000 billion VND.

To date, the province has many renewable energy projects operating in commercial power generation with a total investment of more than VND 27,000 billion. The total commercial power generation capacity of energy projects in the province has reached 1,119.5 MW (an increase of more than 3 times compared to the previous term).

The province has also successfully organized major holidays, cultural events and festivals, creating good impressions, having great influence, contributing to "activating" the recovery and development of socio-economic activities. In particular, the Festival for Peace stands out. Along with that, political security, social order and safety are maintained, national defense and security are firmly ensured, the 2023 Provincial Defense Area Exercise is assessed by Military Region 4 as an excellent completion.

Creating conditions for localities to improve efficiency in cooperation with Lao provinces

In order to fulfill the goals and tasks set out in the Resolution of the 17th Provincial Party Congress, term 2020 - 2025 and the 5-year Socio-Economic Development Plan 2021 - 2025, creating a premise for the new term 2025 - 2030, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang proposed that the Politburo and the General Secretary and President pay attention to directing, guiding and concretizing so that local Party committees, including Quang Tri province, can effectively carry out Party building work, innovate leadership methods, improve the leadership capacity and ruling capacity of the Party in the new situation; guide the implementation of preparations for Party congresses at all levels to effectively implement Directive 35-CT/TW of the Politburo.

Le Duan Political School has been built and developed for nearly 80 years. Currently, the school's facilities have deteriorated. Therefore, we recommend that the General Secretary and President pay attention to supporting capital from the central budget for the province to build the school at a new location.

In order to help Quang Tri realize the goal of becoming an energy center in the Central region by 2030, it is recommended that the working delegation and the General Secretary and President pay attention to directing the addition of the Power Plan VIII so that the province can develop wind power projects, solar power projects, gas power projects and LNG projects.

Allow Quang Tri province to pilot offshore wind power development in the area around Con Co island to ensure on-site power sources and combine with tourism development; build Con Co fishing logistics support center; reinforce and supplement to expand the area of ​​Con Co island equivalent to the original area (4 ^km2 ).

There are suggestions that the Government support the province in developing the Southeast Quang Tri Economic Zone and include it in the group of priority coastal economic zones to focus on attracting investment in the period 2025 - 2030.

There are opinions for the Government and related ministries, sectors, and the Vietnam National Oil and Gas Group to support and endorse the policy for Quang Tri province to be the locality receiving gas from Ken Bau field and neighboring blocks to the shore in the Southeast Quang Tri Economic Zone. Attention should be paid to supporting resources for related infrastructure development to facilitate the My Thuy Seaport and Quang Tri Airport projects to accelerate progress.

To facilitate the locality to improve the effectiveness of cooperation with Lao provinces, becoming the logistics center of the Central and Southern provinces of Laos, it is recommended that the Politburo and the General Secretary and President pay attention to directing the implementation of East-West transport connection projects. There are mechanisms and policies to support Vietnamese enterprises to promote investment, production and business in Laos.

Directing the early implementation of the model of the Lao Bao - Densavan Joint Cross-Border Economic and Trade Zone to gain experience and be able to replicate it in other localities on the Vietnam-Laos border. Paying attention to directing partial support of budget resources so that the province has conditions to build the National Museum "Memories of War and Aspiration for Peace".

The working group is requested to pay attention to studying and adding preferential subsidies for people with revolutionary contributions who are infected with toxic chemicals, and people with revolutionary contributions who are imprisoned by the enemy to the Ordinance on Preferential Treatment for People with Revolutionary Contributions.

At the same time, consider decentralizing and delegating to localities some contents and tasks to resolve regimes and policies for some groups of people with revolutionary contributions in a timely manner, suitable to the actual situation of the locality.

Support the province to complete traffic infrastructure

To effectively exploit the East-West Economic Corridor, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Van Hung proposed that the General Secretary and President pay attention to and direct the Government, ministries and central branches to agree on the policy of allocating the budget to complete National Highway 15D; prioritize the Cam Lo - Lao Bao Expressway Construction Investment Project into the medium-term plan for the period 2026 - 2030, and the central budget source of the transport sector to implement it according to current regulations.

Direct central departments, ministries and branches to support the province in building the Festival for Peace into a national and international brand, so that Quang Tri becomes a destination for peace in the future.

Propose that the Ministry of Labor, War Invalids and Social Affairs and central ministries, departments and branches pay attention to mobilizing resources to support 3,270 poor and near-poor households in the province to build new, upgrade and renovate houses. Consider and support resources for Quang Tri province to renovate and embellish the martyrs' cemetery system in the area.

In Quang Tri province, there is Hue University Branch and Quang Tri Pedagogical College. These are two units with quite good facilities and abundant staff and lecturers. Quang Tri province and Hue University have agreed to establish a project to submit to the competent authority to establish a member university of Hue University in Quang Tri on the basis of merging the two above-mentioned training institutions.

The two sides have studied and developed a project to establish the University of Technical Education. However, due to problems at Hue University, it has not been implemented yet. Therefore, it is recommended that the Ministry of Education and Training direct Hue University to coordinate with Quang Tri province to soon complete the project and carry out the merger as planned or allow Quang Tri College of Education to implement a joint venture mechanism, and cooperate with domestic private universities to change the operating model.

Continue to do better in gratitude and social security work.

Promote the training of high-quality human resources to meet the development needs in the new situation.

Focus on doing well the work of Party building, building a clean and strong political system in all aspects. Focus on directing the preparation work for Party congresses at all levels and the Provincial Party Congress for the 2025-2030 term.

Make more efforts to improve the business investment environment, administrative reform, and investment attraction. Focus on investing in education and healthcare, improving the material and spiritual life of the people.
