In 2023, the Provincial Party Executive Committee determined the theme of the year's work as: "Maintaining discipline, enhancing responsibility, innovation, creativity, and real efficiency". Implementing the theme of the year's work, all levels, sectors, and localities in the province have focused on leading and directing the implementation with a high spirit of determination to create a breakthrough for the province's sustainable development in 2023 - the pivotal year for implementing the Resolution of the 22nd Provincial Party Congress, term 2020 - 2025.

Implementing the Provincial Party Committee's Theme and the Provincial Party Committee's Propaganda Department's Guidance, the Provincial People's Committee, district Party Committees, city Party Committees, affiliated Party Committees, departments, branches, sectors, the Fatherland Front and socio-political organizations at the provincial level have issued documents to lead, direct, guide and organize the implementation to ensure timeliness, seriousness, effectiveness, and suitability to the reality of each agency and unit.

Accordingly, all levels, sectors, localities, agencies and units have identified this as an important and regular task in the content of studying and following Ho Chi Minh's ideology, morality and style. Based on the practical situation of the locality, the Standing Committees of the District Party Committees, City Party Committees and affiliated Party Committees have directed agencies and units to select key contents and urgent issues to focus on leading and organizing implementation, such as: The Provincial People's Committee issued an implementation plan, in which the contents of the Theme are specified into specific activities and products, with regulations on implementation time, facilitating implementation and evaluation; Kim Son District Party Committee issued an implementation plan with a specific roadmap, with a reporting mechanism for timely leadership and direction, especially issues arising at the grassroots level; Nho Quan District Party Committee, Yen Khanh District Party Committee, Ninh Binh City Party Committee issued documents on building commitments to implement resolutions, directives, and regulations of the Party in conjunction with implementing the 2023 Working Theme of the Provincial Party Committee and the locality...

With a proactive, positive and practical spirit, the Yen Khanh District Party Committee has focused on selecting key contents to focus on leading, directing and organizing implementation. Accordingly, on the basis of determining the district's key political tasks, in 2023, striving for the district to meet advanced new rural standards, the District Party Committee has decided on the working theme for that year: "Strengthening discipline, order, determination to build the district to meet advanced new rural standards".

Implementing the annual working theme of the Provincial Party Committee and District Party Committee, 100% of Party Committees and Party Cells under the District Party Committee have issued implementation plans, of which 23/23 Party Committees have selected key contents to register for implementation to create breakthroughs and effectiveness; over 96.5% of cadres and Party members have registered to commit to implementing the annual theme. To ensure the effective and practical implementation of the 2023 Working Theme, inspection and supervision work has received attention and focus from Party Committees at all levels. Through inspection and supervision, agencies and units have promptly adjusted deviations and inappropriate manifestations; overcome limitations, contributing to bringing the study and implementation of the Annual Theme into order and substance, limiting formalities.

The effective implementation of the Provincial Party Committee's and District Party Committee's annual working theme has contributed to strongly mobilizing resources for Yen Khanh to soon complete the criteria for advanced new rural districts (NTM). By the end of October 2023, the whole district had 12 communes meeting advanced NTM standards, including 2 communes meeting model NTM standards; 174 villages and hamlets were recognized as model villages and hamlets. The Provincial Steering Committee for New Rural Development held a conference to discuss and vote unanimously to propose submitting to the Prime Minister for consideration and recognition of Yen Khanh district meeting advanced NTM standards in 2023, with a 100% consensus vote.

Together with the Yen Khanh District Party Committee, implementing the 2023 Working Theme of the Provincial Party Committee, local Party committees and authorities throughout the province have continued to innovate leadership, direction and management methods to ensure drastic, methodical, focused, key points and clear people, clear work, clear results, clear time, responsibility, towards real efficiency. In particular, paying attention to directing and focusing on seriously, promptly and drastically implementing the main tasks and solutions on implementing the socio-economic development plan; State budget estimates; improving the business environment, enhancing provincial competitiveness. At the same time, focusing on effectively handling regular tasks, long-standing issues, and suddenly arising issues.

In 2023, State agencies received 2,619 citizens (an increase of 0.4% over the same period in 2022); received and processed 2,365 complaints, denunciations and recommendations, and reflections (an increase of 15% over the same period); resolved 34/37 complaints, 21/23 denunciations under their authority; basically resolved recommendations within their authority, on time; a number of complicated and prolonged cases were resolved. Along with that, localities have focused on improving the effectiveness of administrative procedure reform, promptly removing obstacles and difficulties for people and businesses.

In 2022, the Provincial Governance and Public Administration Performance Index (PAPI) is in the top 20 leading provinces and cities nationwide. The Provincial Competitiveness Index (PCI) ranked 44/63 provinces and cities, up 14 places compared to 2021. In performing public duties, the vast majority of cadres, party members, civil servants and public employees have closely followed their assigned tasks, proactively handled work within their authority; increased responsibility in coordinating the handling of related contents; proactively advised on the implementation of tasks in assigned professional fields and periodically reported according to regulations. Strictly implement the internal rules and working regulations of agencies, units and regulations on civilized lifestyle in the workplace.

The effective implementation of the Provincial Party Committee's 2023 Working Theme has created momentum, spillover effects, aroused and strongly promoted the determination and efforts of all levels, sectors, localities and each person to strive to overcome difficulties and challenges, complete and exceed the socio-economic development targets of the province in 2023, creating momentum for the following years.

As a result, the whole province has basically achieved the set general goals, completed and exceeded 12/15 main socio-economic development targets in 2023 (of which 10 targets were exceeded). The total social product (GRDP) in the province in 2023 is estimated at 53,389.7 billion VND, an increase of 7.27% compared to 2022. The poverty rate of the whole province has decreased to 1.86%. People's lives have been constantly improved and enhanced, increasingly consolidating the people's trust in the leadership of the Party and the management and administration of authorities at all levels.
