Demonstrate the highest political determination

The core content of Conclusion No. 127-KL/TW clearly states: Develop a project to merge a number of provincial-level administrative units, not organize at the district level, continue to merge at the commune-level administrative units. Develop a project to arrange and streamline the Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and the State (at the central, provincial, and communal levels) after merging and consolidating. Develop a project on the local party organization system (at the provincial and communal levels); develop reports and submissions to the Party Central Committee. Develop a project on the local court and procuracy system in the direction of not organizing at the district level. Develop a project to continue to arrange the organization of the Army. Review, amend, and supplement the regulations of the Party, the Constitution, and the laws of the State.

Immediately after Conclusion No. 127-KL/TW was issued, Thai Binh seriously implemented the direction to temporarily suspend the Party Congresses at the district and commune levels for the 2025-2030 term. On March 4, the Standing Committee of the Provincial Party Committee held a conference of key officials of the province to deploy Plan No. 358-KH/TU to implement Conclusion No. 127-KL/TW of the Politburo and the Secretariat. Accordingly, the Standing Committee of the Provincial Party Committee requested Party committees, Party organizations, localities, agencies and units to thoroughly grasp and seriously implement the Central's policies and orientations on merging some provincial-level units, not organizing at the district level, merging some commune-level units; implementing the 2-level locality model (Party organization, government, mass organizations) to ensure streamlining, efficiency, effectiveness and efficiency. Party committees, agencies, organizations and units are assigned to closely coordinate, promptly study and advise on the implementation of the Central Committee's policies and orientations. The organization and implementation must ensure objectivity, democracy, science , specificity, depth, openness, and closeness to the practical situation; pay attention to carefully assessing the impact of the arrangement plan, forecasting, identifying difficulties, obstacles and shortcomings that arise and developing plans, specific solutions, thoroughly overcoming overlapping functions and tasks, dividing areas, fields, and cumbersome intermediate organizations; ensuring smooth, effective and efficient operations, enhancing the leadership and governing role of the Party, meeting the requirements of tasks in the new period. Party committees, party organizations, agencies, units, especially the leaders, each cadre and party member must determine that the implementation of the 2-level local model to ensure streamlining, efficiency, effectiveness and efficiency according to Conclusion No. 127-KL/TW of the Politburo and the Secretariat is a trend and an objective necessity, on that basis creating consensus, unity and the highest political determination; the organization and implementation must follow the motto "running while lining up" to complete work with a very large volume, requiring the highest quality and progress according to the direction of the Central Committee.

Continue the spirit of "running and queuing at the same time"

In Plan No. 358-KH/TU, the Standing Committee of the Provincial Party Committee assigned Party committees at all levels, Party organizations, agencies, localities, and units to proactively, closely coordinate, and promptly advise on documents of the Provincial Party Committee Executive Committee and the Standing Committee of the Provincial Party Committee to provide opinions on draft projects of the Central Committee to ensure quality, effectiveness, and progress of implementation. Based on the contents of Conclusion No. 127-KL/TW and the draft project of the Central Committee to seek opinions from provincial and municipal Party Committees, the Standing Committee of the Provincial Party Committee directed Party committees at all levels, Party organizations, agencies, and units to proactively review, advise, and propose to competent authorities tasks and solutions to promptly implement the arrangement and streamlining of the apparatus of the political system. In particular, the Provincial Party Committee directed the Department of Home Affairs to preside over and coordinate with relevant agencies to review, research, and plan to merge the province's commune-level administrative units and report to the Provincial Party Committee Standing Committee, with an expected completion date before March 20, 2025. Proactively research and advise on the development of functions, tasks, powers, organizational structure, and staffing of local authorities at the commune level; regulate the working relationship between provincial and commune-level authorities according to the direction of the Central Government, with a completion date in April 2025. After receiving the Central Government's directive, coordinate and advise on the implementation of the project to merge provincial-level administrative units (if any); at the same time, coordinate in developing a project to terminate the operation of district-level organizations. Research, preside over, and coordinate with relevant agencies to advise and propose plans for the arrangement and assignment of cadres and policies for cadres and civil servants at commune and district levels affected by the reorganization of the local administrative apparatus.

The Provincial Party Standing Committee also directed the People's Committees of districts, cities, the Provincial Police, and the Provincial Military Command to temporarily suspend the construction, renovation, and repair of district offices and offices of communes, wards, and towns, and offices of police and military agencies in communes in the province. The Party Committees of the Provincial Party agencies directed the Party Committees of the Vietnam Fatherland Front Committee, socio-political organizations at the provincial level, and mass organizations assigned by the Party and the State to review their functions, tasks, and organizational structure; study and advise on the rearrangement of socio-political organizations and mass organizations assigned by the Party and the State according to the Central's direction, with a completion date of before March 20, 2025; the Provincial People's Court Party Committee and the Provincial People's Procuracy Party Committee study and advise on the implementation of the Central's Project on the system of courts and procuracies at the local level in the direction of not organizing at the district level, with an implementation date of April 2025.

The Provincial Party Committee's Propaganda and Mass Mobilization Commission has directed the promotion of the policy of streamlining the apparatus of the Central and the province, creating high consensus and unity among society, cadres, party members and people, especially for leaders and managers at all levels in implementing Conclusion No. 127-KL/TW. The Provincial Party Committee Standing Committee also directed district and city party committees, especially local leaders, to focus on leading, directing, thoroughly grasping and promptly implementing the guiding documents of the Central and the province on the arrangement of the apparatus of the political system; the process of arranging and streamlining the apparatus must not be subjective, loosening the leadership in implementing the political tasks of the locality, must ensure the regular and continuous operation of agencies and organizations, without interruption, without affecting the activities of the Party, government, people and enterprises. The results of implementing political tasks in general, especially the results of implementing tasks on organizational arrangement, streamlining staff and tasks implemented according to Conclusion No. 127-KL/TW of the Politburo, Secretariat as well as Plan No. 358-KH/TU under the direction of the province, are an important criterion and condition for evaluating, arranging and assigning cadres after completing tasks.

The organization of the apparatus in the direction of streamlining, effective and efficient operation is receiving special attention from the whole society and our Party identifies this as a revolution. Conclusion No. 127-KL/TW of the Politburo and the Secretariat is a strategic policy, demonstrating a strong reform and breakthrough mindset to build a streamlined, efficient, effective and efficient administration that is suitable for the current development context of the country. The organization of the apparatus and the merger of administrative units is not only a story of streamlining the apparatus, but more importantly, to improve the quality of service to the people, ensure the political and social stability of the country, and the determination to innovate so that Vietnam can confidently enter a new era - the era of national development, becoming a developed, modern and prosperous nation.
