The site clearance process of this industrial park still faces difficulties because some households have assets and constructions on public land but have not completed legal documents. Many households have not agreed on the origin of land use and land area, making it difficult to determine the inheritance to establish records and make compensation plans...

Yen Lu Industrial Park project has a scale of 377 hectares in Yen Lu commune. Capella Real Estate Joint Stock Company is the investor in infrastructure construction. The total investment capital of the project is more than 2.69 trillion VND. Of which, the investor's capital contribution is nearly 404 billion VND, the rest is mobilized capital.

The project site clearance is divided into 3 phases. Up to now, Bac Giang City People's Committee has cleared nearly 359.3/377 hectares of land; changed the land use purpose of more than 343 hectares. The area for which compensation and site clearance plans have not been established is about 18 hectares.

During the discussion, delegates stated that currently, in Yen Lu Industrial Park, many plots of land have unclear origins, no plot borders or boundaries, so it takes a lot of time to determine the origin and location in the field.

The area contracted to aquaculture households with valuable assets on the land has now expired, so there is no basis for developing a compensation plan or financial support. Some households have not yet agreed on the compensation plan...

The Yen Lu Industrial Park expansion project is implemented in Yen Lu commune with a land use scale of 119.83 hectares, invested in infrastructure construction by Western Pacific Investment Joint Stock Company. The total investment capital of the project is over 1.54 trillion VND. Of which, the investor's contributed capital is over 308 billion VND, the rest is mobilized capital.

In phase 1, the local government has cleared 70 hectares of land. The locality has completed the assignment of land use rights in 8/8 villages; has organized conferences to deploy land recovery plans, disseminate legal policies to all people whose land has been recovered. The City People's Committee is carrying out the work of declaring, measuring, counting and determining the origin of the land of households to develop compensation plans...

Comrade Pham Van Thinh inspected the current status diagram of land clearance in Phuc Son Industrial Park.

After inspecting the above industrial parks and listening to the reports, comrade Pham Van Thinh requested the People's Committee of Tan Yen district and Bac Giang city to focus on directing the resolution of existing problems and difficulties, ensuring the completion of compensation and site clearance for projects according to schedule.

Specifically, strive to complete site clearance for Phuc Son Industrial Park by June 30; start paying compensation to households in the Yen Lu Industrial Park expansion project phase 1 from April 30 this year; and clear site for Yen Lu Industrial Park according to the plan for each phase.

He requested that the investors of the infrastructure of the 3 industrial parks urgently coordinate with relevant departments, branches and People's Committees of districts and cities to promptly pay compensation for site clearance to households. At the same time, focus on speeding up the construction progress of technical infrastructure items for the area that has been allocated land, granted construction permits, creating clean land to attract secondary investors to the industrial parks, contributing to promoting the economic growth of the province...
