According to the Construction Investment Project Management Board No. 2, there are currently 3 key transport projects being implemented in Thai Binh province (old) under the public-private partnership model. The Ninh Binh - Hai Phong expressway construction investment project (CT.08), the section through Nam Dinh province (old) and Thai Binh province (old) has a length of 33.3km through Hung Yen province, passing through 10 new communes after the merger. The project has cleared about 360.8ha/395.68ha of agricultural land, reaching 91%; of which, Hung Yen province reached about 97%, Ninh Binh province reached about 84%. The project to invest in the construction of the road from Thai Binh city (old) to Hung Ha district (old) connecting with Hung Yen province (old), the route length is 24.8km, passing through 7 new wards and communes with a total investment of 4,928 billion VND. Up to now, the project has completed the survey and design tasks, and is selecting a consulting contractor; at the same time, preparing to stake out the site clearance and hand over the road boundary markers. Regarding the project of the road connecting Thai Binh city (old) to Nghin bridge under the form of public investment, the total length of the route is about 21.28km, with a total investment of 2,121 billion VND. Up to now, the project has completed the site clearance work. The Construction Investment Project Management Board No. 2 has selected and signed contracts with contractors to carry out the construction packages, and is organizing and speeding up the progress of the work...
At the meeting, leaders of departments, branches, localities and investors focused on discussing and analyzing difficulties and problems related to land clearance, resettlement, relocation of related technical infrastructure, material sources, etc.; proposed specific solutions to speed up the implementation of projects in the coming time.
Concluding the meeting, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee analyzed and pointed out a number of shortcomings that prevented the projects from being implemented as expected. Emphasizing the importance of the projects, he requested departments, branches and localities to promote a high sense of responsibility, clearly identify their determination, have strong leadership and direction methods and coordinate flexibly in removing difficulties and obstacles for each specific project, clearly identify the timeline, and promptly complete the project; promote propaganda work, creating consensus among the people for the projects.
The Chairman of the Provincial People's Committee assigned the units and localities to be determined to complete the project of the road connecting Thai Binh city (old) to Nghen bridge in 2026; in which, the section from Nghen bridge to DH.72 road strives to be completed in November 2025, the section from Vo Nguyen Giap road to National Highway 39A is expected to be completed before Tet 2026. For the project of the road from Thai Binh city (old) to Hung Ha district (old) connecting with Hung Yen province (old), the project started construction to welcome the Congress of Hung Yen Provincial Party Committee for the term 2025 - 2030, striving to complete by the second quarter of 2027. For the CT.08 road project, continue to highly agree with the direction of the Prime Minister, focusing on accelerating the project's progress according to the motto of speed, determination, working in 3 shifts, 4 shifts...
The Chairman of the Provincial People's Committee requested that immediately after the meeting, the Investment Project Management Board No. 2 coordinate with relevant localities and investors to build a specific progress critical path for each project, identifying this as the basis for checking and monitoring the implementation progress. The implementation process ensures that the work and parts of the work are done, without waiting or mechanically following the same pattern; in which, focusing on site clearance and resettlement arrangements... The Department of Agriculture and Environment advises on solutions to remove difficulties in material sources for leveling and construction; the Department of Construction focuses on monitoring, supervising and urging the implementation progress; the Department of Finance advises on resource allocation for project implementation. The Investment Construction Project Management Board No. 2 and the Land Fund Development Center No. 2 regularly grasp difficulties and obstacles in project implementation, especially in site clearance, to promptly remove them and speed up progress.
