The survey and consultation of students and parents must ensure the principles of voluntariness, democracy, publicity, transparency and accuracy. The school program can only be applied after completing the selection process and receiving the consensus of the majority of parents.
Also according to the Department of Education and Training of Ho Chi Minh City, public educational institutions will directly decide on the content of the school program, without bidding but must go through the school council on activities, implemented grade levels, content framework, methods, forms of organization, coordinating units...
Heads of educational institutions must take full responsibility for the selection and implementation of school programs.
The contents of the selected school program must be licensed by the competent authority, evaluated by the Department of Education and Training, and must ensure stability and consistent implementation throughout a grade level.
Clear distinction between school curriculum and official curriculum
In the 2024-2025 school year, besides schools that do well in the school curriculum, some schools in Ho Chi Minh City also cause a lot of frustration for parents. That is because primary, secondary and high schools do not consult parents but impose on them to let their children study the school curriculum.
Schools have intentionally scheduled subjects in the school curriculum between regular classes. Therefore, even if they do not want to, parents still have to pay for their children to study subjects in the school curriculum even though these are voluntary subjects.
