Resolutely remove obstacles and completely handle long-standing backlog projects

Deputy Prime Minister Nguyen Hoa Binh has just signed Official Dispatch No. 138/CD-TTg dated August 20, 2025 of the Prime Minister on focusing on effectively implementing solutions to promptly remove obstacles and difficulties for long-standing backlog projects in order to immediately deploy the projects.

Telegram sent to ministers, heads of ministerial-level agencies, government agencies; chairmen of People's Committees of provinces and centrally run cities.

The dispatch stated: Recently, the Prime Minister has issued many documents directing and requesting ministries, branches and localities to focus on reviewing projects with difficulties, obstacles and long-term backlogs, urgently finding solutions to immediately implement projects, contributing to promoting socio -economic development, not wasting assets and money of the state, businesses, people and society.

On April 11, 2025, the Prime Minister issued Decision No. 751/QD-TTg on the establishment of the Steering Committee for resolving difficulties and obstacles of backlogged projects (Steering Committee 751) to direct and resolve important, inter-sectoral issues to remove difficulties and obstacles related to backlogged projects, including projects using public investment capital, domestic private capital, foreign direct investment capital and other capital sources (if any).

During the implementation process, the Prime Minister and Permanent Deputy Prime Minister Nguyen Hoa Binh have issued many instructions and ministries, branches, localities and agencies have seriously and urgently implemented them. However, there are still some localities, ministries, branches and agencies that are confused; have not properly and fully implemented the contents according to the requirements and instructions of Steering Committee 751 and have not yet fulfilled their responsibilities in removing difficulties for projects under their management.

Comprehensive review, thoroughly handle problems, do not let new violations arise

To overcome this situation, to really have a stronger and more drastic change in focusing on quickly and effectively resolving projects with difficulties, obstacles, and long-term backlogs, the Prime Minister requested that ministers, heads of ministerial-level agencies, agencies directly under the Government, and Chairmen of People's Committees of provinces and centrally-run cities thoroughly grasp, seriously implement, and effectively carry out the directions of the Prime Minister and the Permanent Deputy Prime Minister on focusing on quickly and effectively resolving projects with difficulties, obstacles, and long-term backlogs to each cadre, civil servant, public employee, and party member in agencies and organizations; promote the spirit of daring to think, daring to do; and not shifting responsibility from one agency to another, from one level to another.

At the same time, continue to comprehensively review, update information, and list all projects with difficulties, problems, and long-term backlogs within the scope of management and be responsible for fully and accurately implementing the content and information according to the requirements on the Database System of Steering Committee 751. Establish a working group to review and remove difficulties and problems for projects of ministries, branches, and localities, with leaders of ministries, central agencies, and chairmen of provincial and municipal People's Committees as team leaders (Working Group) reporting to the Standing Office of Steering Committee 751; be responsible for thoroughly handling problems that have ensured a legal basis for resolution within authority; do not allow new violations to arise; do not push or avoid responsibility for resolving project problems.

In addition, strengthen the organization of inspection and supervision of implementation, do not let existing violations arise and new violations arise; do not let violations, losses, and waste occur in project implementation within the scope of management. Store, preserve, and hand over complete records, documents, and data to avoid loss or misplacement of records and documents related to projects when merging provincial and communal administrative units. Timely commend and encourage good models and good practices; strictly handle irresponsible officials, civil servants, public employees, and party members in handling work records related to projects with difficulties, problems, and long-term backlogs.

Update the 751 Database System specifically and transparently

The Prime Minister requested that the Ministry of Finance (Standing Agency of Steering Committee 751) continue to research, review, and develop content, forms, information fields, and data in the 751 Database System in a way that ensures scientific, unified, and complete information; simplification, ease of declaration, and ease of exploitation and use.

At the same time, the Ministry of Finance urgently issued a document guiding ministries, central and local agencies to update information in the 751 Database System in a specific, transparent and unified manner in the spirit of 6 clear: clear information, clear field, clear problems, clear proposed solutions, clear authority, clear time.

Ministries, ministerial-level agencies, Government agencies; People's Committees of provinces and centrally-run cities, based on their assigned functions and tasks, shall resolutely, synchronously and effectively implement the above-mentioned tasks and solutions; in the process of implementation, if there are any difficulties or problems, promptly send reports to the Ministry of Finance (the Standing Agency of Steering Committee 751) for guidance, synthesis and reporting to the Prime Minister and the Permanent Deputy Prime Minister of the Government, Head of the Steering Committee on issues arising beyond their authority.
