The approved master plan is the basis for the locality and related departments and branches to implement zoning and detailed planning projects, serving the work of basic construction investment, attracting investment for urban construction and development. Director of Department of Construction Nguyen Thanh Hai: Need to perfect regulations on management of urban planning, architecture, and urban design

We know that good planning, implementation and management of planning are important foundations for attracting investment for localities in general and Dong Ha city in particular. Planning must ensure harmony, economic and ecological efficiency, respect for terrain, natural landscape, environmental friendliness, ensure sustainable development of the urban ecosystem and affirm urban identity.

Currently, the project to adjust the general planning of Dong Ha city until 2045 has been approved by the Provincial People's Committee. The biggest task of the city is to urge the completion of the adjustment of zoning plans in the remaining wards as an important basis to serve the work of basic construction investment and calling for investment. In the process of organizing the adjustment of zoning plans, it is necessary to pay attention to handling the recommendations of organizations and individuals related to the general planning project so that, if necessary, the Provincial People's Committee can locally adjust the approved general planning to meet the requirements of ensuring people's lives.

Pay attention to reviewing and canceling suspended planning, areas and residential areas that have been inhabited for a long time but have not been included in appropriate planning, such as Khe Lap Lake area, North Vinh Phuoc River, Khe May Lake... Quickly deploy detailed planning in areas where projects are expected to be implemented soon, as a basis for implementing investment, completing technical infrastructure, social infrastructure of urban areas, worthy of a type II urban area.

This is also the basis for renovating and embellishing existing urban areas, granting licenses to organizations and people to build works. At the same time, it is also necessary to soon complete regulations on planning management, urban architecture management, urban design; research and develop investment calling projects, in which attention should be paid to projects related to drainage, wastewater treatment, and urban trees.

Regarding planning implementation, the city needs to actively coordinate with units to call for investment attraction, call for urban development projects in the direction of bidding for projects using land, auctioning land use rights to build synchronous urban areas, modern in terms of technical infrastructure, social infrastructure, and beautiful architecture.

Prioritize investment resources to ensure overcoming and improving the criteria for the quality of the city's lacking and weak landscape architecture infrastructure according to the criteria of a type II urban area; focus on mobilizing resources, especially resources from society and from the people to increase the proportion of urban green trees; allocate appropriate capital to implement site clearance (GPMB) to preserve flood escape corridors, ensure climate change adaptation, and suitability to local climatic conditions. Increase calls for socialization to implement projects such as parks and playgrounds in residential areas and locations.

Regarding planning management, it is necessary to strictly implement approved plans, limit adjustments and conversions of public land functions. In case of adjustments, there must be suitable land funds and alternative solutions to ensure good service for the people. Strengthen propaganda, publicity and transparency of planning as well as planning and architectural management regulations so that people can understand, agree and participate in the implementation, management and supervision of urban planning and architecture.

Strengthen the inspection of construction order, limit the situation of illegal construction, illegal construction, encroachment on public land, traffic roads, flood escape corridors. Encourage the organization of competitions, selection, and selection of architectural plans for works to gradually form beautiful architectural axes and landscapes of the city. Strengthen inspection to have appropriate fire prevention and fighting solutions for densely populated areas, boarding houses, minimizing possible fire and explosion incidents.

Immediately after the People's Committee of Quang Tri province approved the Project to adjust the general planning of Dong Ha city until 2045, in order to have a basis for investment and calling for investment in urban development, the People's Committee of Dong Ha city focused on directing the establishment of zoning plans for 9/9 wards, divided into 2 phases. The first phase has completed the approval of zoning plans for 5 wards with major changes in urban planning, including Dong Thanh, Dong Giang, Dong Le, Dong Luong and Ward 3; the second phase includes the remaining wards, Wards 1, 2, 4, 5, and is expected to be completed in February 2025.

In addition, the city has organized the establishment of detailed planning projects for areas to proactively call for investment in the construction of modern and synchronous urban areas. In addition, the city has organized the establishment and the province has approved the Dong Ha City Urban Development Program to 2045, which are important legal bases for Dong Ha to build and develop urban areas in accordance with the approved planning orientation.

Currently, Dong Ha city has been recognized as a type II urban area by the Prime Minister. However, there are still many standards that need to be completed to build the city according to the set goals, especially in the field of urban planning and infrastructure development. Therefore, in the coming time, the city will focus on completing urban planning projects, concentrating resources to build the city according to the approved urban planning and development program.

In particular, focusing on completing urban renovation and embellishment projects such as the Central Coastal Urban Development Project towards green growth and climate change adaptation - Dong Ha Sub-project (AFD), the urban embellishment project in the city center, Phan Dinh Phung School drainage project...

At the same time, coordinate with provincial departments to complete site clearance work to speed up the construction of key projects in the city such as the Eastern bypass and the coastal road connecting the East-West Economic Corridor. Focus on calling for investment in building urban areas to gradually complete urban infrastructure, worthy of being a type II urban area.

GPMB implementation of key projects in Dong Ha city is a very important step. At the same time, it is a sensitive and complicated issue, directly affecting land users, economic sectors, especially the lives of people in the affected areas.

However, with the drastic and regular direction and management of Party committees and authorities at all levels with many innovative and flexible solutions, in recent years, the City People's Committee, relevant agencies, and Ward People's Committees have continuously innovated and improved the quality and effectiveness of site clearance work, issued many specific directives and management documents to each project, agency, organization, and related unit.

In addition to the achieved results, the land acquisition and clearance work still has shortcomings and problems. The work of propagating and mobilizing people in the process of compensation and support for land acquisition and clearance to implement projects in the area still faces difficulties, some policies and compensation and support prices are still slow to adjust and are not suitable to the actual situation...

To overcome this situation, the City People's Committee needs to strengthen the direction of the People's Committees of wards and agencies doing compensation and site clearance work. Attach the roles and responsibilities of the heads of Party committees, local authorities, departments, and branches involved in site clearance work in the area. Strengthen propaganda work in many diverse, practical, and effective forms on compensation, support, and resettlement policies.

Direct agencies and units doing site clearance work to closely and synchronously coordinate with the Fatherland Front and mass organizations from the city to the ward level to strengthen the mobilization of people to comply with the Party and State's guidelines and policies on compensation and site clearance to build works and projects in the area. Party committees and authorities at all levels, especially grassroots Party cells, clearly identify this as a key political task.

All levels, sectors and units should include the leadership of site clearance work in the annual work program of the Party Committee and consider this a key task that needs to be regularly focused on and effectively implemented. Strengthen the leadership and direction, enhance the role and responsibility of the city's site clearance steering committee. Promptly urge to rectify and strictly handle organizations and individuals who deliberately delay and do not properly perform their functions and tasks according to the coordination regulations.
