This Regulation regulates the operation of the Steering Committee for the implementation of administrative unit arrangement at district and commune levels for the period 2023 - 2030 (Steering Committee) established under Decision No. 1268/QD-TTg dated October 28, 2023 of the Prime Minister.

Working principle
According to the Regulations, the Steering Committee operates under a collective regime, promoting the personal responsibility of the Head of the Committee and the responsibility of members in charge of the industry and field. The members of the Steering Committee operate under a part-time regime, complying with the provisions of the law and the provisions of this Regulation.
Members of the Steering Committee and the Standing Body of the Steering Committee must proactively resolve and be responsible for tasks within their assigned scope.
Coordinate and exchange information in handling work according to functions, tasks and authorities, ensuring timeliness and efficiency.
The results of the implementation of the tasks of the Steering Committee members are reported promptly and fully to the Steering Committee leaders and sent to the Standing Agency for synthesis and monitoring.
The Head of the Committee uses the seal of the Prime Minister; the Deputy Head and members use the seal of the agency where they work in carrying out the activities of the Steering Committee.
The Ministry of Home Affairs is the standing agency.
The Ministry of Home Affairs is the standing agency of the Steering Committee, responsible for assisting the Steering Committee in organizing the implementation of tasks on the arrangement of district and commune-level administrative units for the period 2023 - 2030; presiding over and coordinating with relevant agencies to develop the annual work program of the Steering Committee; synthesizing and reporting on the results and progress of the arrangement of district and commune-level administrative units for the period 2023 - 2030 to report to the Steering Committee and serve the Steering Committee's meetings; requesting relevant agencies to provide information and reports to perform the task of assisting the Steering Committee.
The Steering Committee's Working Group is established by the Standing Deputy Head of the Steering Committee and the Minister of Home Affairs, and its duties and powers are regulated.
The Steering Committee organizes meetings according to the Steering Committee's plan and the direction of the Head of the Committee; the Head and Deputy Head of the Committee chair the meeting, decide the meeting time and invite representatives of relevant agencies and units (if any).
In case of not holding a meeting, the Head of the Board shall decide or authorize the Deputy Head to notify and obtain the opinions of the members in writing.
The conclusion of the Head of the Steering Committee is expressed in a notice from the Government Office. The conclusion of the Deputy Head is expressed in a written notice from the working agency.
